- SOURCES SOUGHT NOTICE:NASA Glenn Research Center (GRC), comprising over 350-acre campus of GRC in Cleveland,Ohio, and the 6,400-acre Plum Brook field station located near Sandusky, Ohio, is seekingcapability statements from all interested parties, including Small, Small DisadvantagedBusiness, 8(a), Women-Owned, Historically Underutilized Business Zone (HUBZone), VeteranOwned, and Service Disabled Veteran-Owned businesses for the purposes of determining theappropriate level of competition or small business subcontracting goals for themanagement, integration and performance of the Security Contract. The Governmentreserves the right to consider a Small, 8(a), Woman-Owned, Service Disabled VeteranOwned, or HUBZone business set-aside based on responses hereto.The requirements include the following: Physical Security, Resource Protection,Inspections-Audit-Assessments, Access Control Program, Uniformed Operations,Explosive-Chemical-Biological Hazmat Recognition, Executive Protection, ElectronicSecurity Systems, Locksmith, ID Management, Dispatchers-Communications Center, PersonnelSecurity Data Management, International Visitor Coordination, Information Security(INFOSEC), Classification Management, Training, Criminal Investigation, PatrolOperations, Traffic Accident Investigation, Evidence Collection & Storage, PrisonerTransport, Counterintelligence and Counterterrorism (CI&CT), Communications Security(COMSEC), Emergency Management, Test, Training & Exercise (TT&E) Ohio Peace OfficerTraining Commission (OPOTC), and First Responder/First Aid.The North American Industry Classification System (NAICS) code for this procurement is561612, Security Guards and Patrol Services, with a size standard of $18.5 million.NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 10 pages or less indicating theability to perform all aspects of the effort described herein.The Capability Statement, exclusive of a one-page summary, shall NOT exceed 10 pages(including attachments) and shall contain a minimum font size of 12. Additionally, theCapability Statement shall list at a minimum two customer contacts covering the pastthree years, and include the following information: (1) Highlight relevant contract workperformed, (2) Contract number, (3) Contract type, (4) Dollar value of each contract, (5)Number of employees and (6) Customer point of contact address, current phone number andcurrent e-mail address. To facilitate a prompt review, a one-page summary shall beincluded with your Capability Statement, which shall identify your companys specificcapabilities that are relevant to, and reflect the magnitude of, these requirements. Theone-page summary will not count against the 10-page limit. The one-page summary shallinclude: (1) Companys name, address, primary POC and telephone number, (2) Size ofbusiness; (3) Companys average annual revenues for the past three (3) years and totalnumber of employees; (4)Ownership; (5) Number of years in business; (6) CompanysGovernment size standard/type classification (Small, Small Disadvantaged, 8(a),Woman-owned, Veteran-Owned, Service Disabled Veteran, HUB Zone business); (7) Affiliateinformation: parent company, joint venture partner(s), potential teaming partner(s),prime contractor (if potential sub) or subcontractors (if potential prime); and point ofcontact position, address and phone number; (8) Applicable NAICS Code(s); and (9) DUNSnumber and cage code (for prime and subcontractor/teaming partners). It is not sufficientto provide only general brochures or generic information. Responses shall include thecompanys specific area of interest in this acquisition as being either a potential primecontractor or subcontractor. NOTICE: Copies of your Capability Statement may be madeavailable to prospective offerors in the future. Therefore, it should not containcompany-sensitive information.
