Description
SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and potential set-asides. The Government is seeking responses from all businesses capable of performing the required services. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. Respondents should also note that the Government will not return any information submitted in response to this RFI. Respondents should not submit any proprietary information when responding to this RFI. The Mission and Installation Contracting Command at Fort Stewart, GA have an anticipated requirement to harvest, chip and transport wood chips. The contractor shall provide personnel and equipment to harvest, chip and transport up to 17,500 to 32,550 (30% confidence interval, 25,000 average) tons of wood chips per year in support of the DPW, Operations and Maintenance (O&M) Division-operated Central Energy Plant (CEP) at Fort Stewart, GA. It is anticipated that this requirement will consist of a base year with four (4), one (1) year options. Immediately following a timber harvest, the contractor will grind or chip all logging debris. Logging debris is identified as limbs, tops and any unmerchantable timber greater than or equal to 3" in diameter remaining on the ground following a timber harvest. There will be multiple log decks scattered throughout the harvested areas and all decks will have heavy equipment/large truck accessibility. Occasionally, some of the larger material to be chipped (tree trunks) may be contaminated with metal such as solid bullets, shrapnel, fence-wire, nails, etc. If contamination is excessive, contractor may discuss the situation with Forestry Branch to discuss whether or not to continue. Contractor will only be required to chip debris on existing log decks, except in certain cases involving clearcut projects where the contractor may be required to collect and chip debris from the entire clearcut project footprint. Contractor will not be required to go into the "woods" and rake or harvest debris scattered on the ground. The Contractor shall provide the necessary personnel, equipment, and supplies within the time frame required by the Government. Equipment needed: A grapple loader, grinder or chipper, at least one tractor truck and two trailers, a front-end loader with rake. A skidder will be needed on some sites. This includes various forested areas throughout the Fort Stewart Installation and within construction project sites. The contractor will utilize Gate 7 when entering the Installation. Gate 7 is located at West 15th Street. A range of mileage estimates for harvesting debris on Fort Stewart is 14 to 38 miles. These mileages are minimum and maximum from the training areas on the reservation to the Central Energy Plant with ingress/egress via gate 7. Information will be provided at a later date of the possibility of contractor being able to utilize Gate 5 at Highway 119 to enter the installation. The anticipated North American Industry Classification (NAICS) code is 113310. Interested respondents should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to perform the services. A generic capability statement is not acceptable. Please review the requirements listed below. At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a HubZone, SDVOB, etc. 3. Prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last five years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer Point of Contact with phone number, and provide description of the experience and how the referenced experience relates to the services described herein. 4. Description regarding capability to meet requirements discussed. 5. Your firm's ability to perform at least 51% of the work. Responses shall be submitted by email to Retha M.
