- Statement of Requirements Congressional News Subscription This is a Combined/Synopsis solicitation under FAR Parts 12 and 13, utilizing Simplified Acquisition procedures for commercial items. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NAAJ81001102091 is issued as a request for quotation and is solicited under full and open competition. The NIACS code is 511120. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Legislative and Intergovernmental Affairs (OLIA) intends to procure web based electronic subscription services that shall provide timely news relative to every legislative action in Congress, bill tracking, member profiles, fully integrated information services delivering comprehensive bill coverage to member profiles to an array of government documents. Details regarding this requirement are listed in the attached Statement of Requirements (SOR) titled, 'Congressional News Services' dated December 1, 2010. The Government shall award a single firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforms to this solicitation and the SOR will be most advantageous to the Government, price and other factors considered. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-47. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1) Technical Approach - The likelihood of effectively meeting the requirements; )2 Past Performance - The relevance and quality of prior performance and 3) Price - The realism and consistency of the evaluated price. Evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - conspicuously striking in eminence; Good (G) - Beneficial and worthwhile, sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; and Unsatisfactory (U) - Not acceptable, not adequate to carry out. Award will be based on best value to the Government. All responsible interested firms must be actively registered in the Central Contractor Registration (CCR) at the CCR website http://www.ccr.gov. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST), Wednesday, December 22, 2010. Responses may be emailed to the Contract Specialist, Shirley L. Johnson at shirley.l.johnson@noaa.gov, faxed to (301) 713-0808 or mailed to DOC/NOAA/AGO, 1305 East West Highway, Station 7618, Silver Spring, MD 20910. Questions must be submitted electronically to the Contract Specialist no later than 12 Noon, Friday, December 17, 2010. No phoned questions will be accepted. Responses shall be no more than 10 printed black on white single sided 8 1/2' x 10' pages in Word format. No attachments will be accepted.
