Description
NASA Ames Research Center has a requirement for one-year MATLAB softwaremaintenance renewals of the existing MATLAB product family in support of Flight ControlSystem Research which consists of modeling, simulation, and analysis of aircraft controlsystem designs. MATLAB is the core computational engine of the in-house developed flightcontrol design and optimization tools, which are developed using the MATLAB programminglanguage. All of the toolboxes are proprietary software components developed by TheMathWorks, Inc.This notice is being issued as a Request for Quotations (RFQ) for one-year MATLABsoftware maintenance renewals of the existing MATLAB product family. Companies who areable to provide all the services listed on the attached Requirements List are invitedto submit itemized quotations for the MATLAB maintenance services.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. PERIOD OF PERFORMANCEThe one-year MATLAB software maintenance renewals are required at NASA Ames ResearchCenter, Moffett Field, CA 94035-0001 from January 1, 2011 to December 31, 2011.The North American Industry Classification System (NAICS) Code and the small businesssize standard for this procurement are 511210 (Software Publishers) with a small businesssize of less than $25,000,000, respectively. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by Wednesday, December 29, 2010, no laterthan 10:00 AM Pacific Time, to the contract specialist, Karen Klaas, emailKaren.Klaas@nasa.gov, and must include: a firm fixed price for the required items, anitemized Requirements List (attached to this solicitation), solicitation number, proposeddelivery schedule, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative. The provisions and clauses in the RFQ are those in effect through Federal AcquisitionCircular (FAC) 2005-46. The Federal Acquisition Regulation (FAR) may be obtained via the Internet at URL:http://www.acquisition.gov/far/index.html. Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following evaluation factors: (1)Technical merit of the proposed one-year MATLAB software maintenance renewals and theextent that it meets all of the specifications listed above and provides every item inthe Requirements List; (2) Price: An evaluation of the reasonableness of the quoted pricefor the one-year MATLAB software maintenance renewals; (3) Schedule: An evaluation of theofferor's proposed delivery date at NASA Ames Research Center.Prospective offerors shall notify this office of their intent to submit an offer.
