Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division (NUWCDIVNPT), Newport intends to award on a sole source basis, a Firm Fixed Price type contract to Raytheon Technical Services Company, LLC., Portsmouth, RI to build, and deliver to NUWCDIVNPT, Newport, RI, (1 each) Torpedo Downloader System (TDS). Expected completion date is 30 Sep 2011. The TDS to be built must match the existing TDS design of record as identified in the TDS Technical Data Package (TDP) Engineering Change Proposal (ECP) 48/NUE03024R1. As the authorized company and original manufacturer/designer of these TDS units, Raytheon possesses the engineering and technical expertise and capability to provide a direct replacement, continued hardware support for system operations, and future TDS upgrades in all environments. Raytheon has demonstrated that they are the only company that can produce the desired solutions and provide the associated services with the available program resources in the time frame required. The Government would experience unacceptable delays in fulfilling Navy requirements with any other source. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Formal solicitation N66604-11-Q-1039, providing additional information will be released on or about 28 December 2010.
