- The Bureau of Indian Affairs (BIA), Office of Justice Services (OJS) intends to award a sole source contract to Community Education Centers, Casper Re-Entry Center. This synopsis is being published for informational purposes only.The BIA-OJS has a requirement for a contractor to provide safe and secure intensive residential treatment services as an alternative sentencing option to misdemeanant offenders with substance use disorder with a documented need for an addiction treatment services*The Government intends to solicit and negotiate directly with the Casper Re-Entry Center. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities, list of supporting services, and quotation/estimate. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile, or email. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by December 20, 2010 at 5:00 pm MST, an award shall be made to Community Education Centers.
