- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, PA intends to negotiate a new five year indefinite delivery indefinite quantity contract with one source L-3 Henschel Inc. located in Newburyport, MA to procure engineering and technical services in support of the analysis, maintenance, improvement, alteration and modification of existing L-3 Marine Systems manufactured equipment currently installed on multiple ship classes of the U.S. Navy and land based test facilities. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) and FAR 6.302-1 “ Only one responsible source and no other supplies or services will satisfy agency requirements. A Cost Plus Fixed Fee/Firm Fixed Price contract is anticipated. The applicable NAICS Code is 336611. Interested parties may communicate their interest and capability to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract among responses to this notice is solely within the discretion of the Government. Written requests can be submitted to the Naval Surface Warfare center Carderock Division Philadelphia Office, 5001 South Broad Street, Philadelphia, Pa 19112-1403, Attn: Jane DeMatto, Code 3351. The solicitation will be released on or about 03 January 2011 and will close thirty (30) days thereafter. The authority permitting other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1.
