Description
Correction - This action was originally publicized on 18 Mar 10 in the Fed Biz Ops. The purpose of this modification is to update the quantities and delivery schedule for TD Prototype test unit sets and shipsets and to provide additional instructions for contractors, subcontractors or vendors utilizing Foreign Ownership, Control or Influence (FOCI). All other information publicized in the original synopsis is unchanged. During the TD phase vendors must deliver 8 TD Test Unit sets and 3 full shipsets. The first four (4) test unit sets must be delivered nine (9) months after contract award and three (3) test unit sets and one (1) shipset must be delivered ten (10) months after contract award. The remaining one (1) test unit set and two (2) shipsets will be delivered 16 months after contract award. Participation by contractors, subcontractors or vendors with FOCI to work on the CIRCM program is permitted, provided participation will be in accordance with all applicable policies and regulations-specifically the National Disclosure Policy, Annex A. Prior approval must exist from a Foreign Disclosure Officer before foreign vendors may be allowed to work on a Government contract. Because of the sensitive nature of the information and countries involved, approvals will only be granted on a country-by-country basis. Requests should be sent over the SIPRNET to Mrs. Georgianne Sheppard-Mbafor, CECOM Foreign Disclosure Officer,georgianne.sheppard@us.army.smil.mil, phone 443-861-6978. 4. Any company (1) Approved by the Defense Security Service (DSS) for a security clearance; (2) Operating under a Special Security Agreement (SSA); (3) Under FOCI; (4) Required to perform on a classified contract as a prime or subcontractor; (5) Required to have cleared employees perform on the contract; and (6) Requiring COMSEC, SCI and/or SAP access MUST have a National Interest Determination (NID) completed and approved before the contractor can begin work. NID justification, approval requests and signed DD254s are reviewed and forwarded through CECOM G2 to be to the appropriate agency for approval.
