Description
The U.S. Army, Army Contracting Command (ACC), Joint Munitions and Lethality(JM&L), Contracting Center on behalf of the US Army, Office of the ProjectManager Close Combat Systems (OPMCCS) is currently seeking qualified sourcesto complete a requirement to produce a Non-lethal Stun Hand Grenade andreloadable trainer, which will undergo qualification testing for militaryuse. It is the intent of the Government to award a Firm Fixed Price singlecontract for the delivery, qualification, Type Classification, production, andMateriel Release of an item that meets the requirements of the PerformanceSpecifications for the Family of Stun Hand grenades. These requirements aresummarized below. The Stun Hand grenade must be a non-lethal pyrotechnic device that produces atemporary blinding effect and a loud bang. The detonation delay of thegrenade (time between release of safety lever and detonation) must be 1.5+.8 /- 0.5 seconds in hot, cold and ambient conditions. The packaged andunpackaged grenade must be transportable in wheeled/tracked vehicles over avariety of terrain road, trail, cross-country, in helicopters, cargo aircraft,and ships. The packaged life of the grenade must be, at a minimum, five yearsof protected, uncontrolled storage and ten years of protected and controlledstorage. The grenade must be capable of being stored in temperatures rangingfrom -60 degrees F to 160 degrees F. The grenade must be operational intemperatures ranging from 145 degrees F and -45 degrees F. The unpackagedgrenade must show no evidence of damage or failure; must be safe fortransportation, storage, and handling; and must be able to function normallyafter being submerged to a depth of one (1) meter for two (2) hours. Thegrenade must be size compatible with the carrying compartments of the grenadepouch found in the Non-lethal Capability Set (NLCS) (GSA # GSAATISASDD60D)(threshold) and individual load bearing vet/equipment (LBV/E) (objective). Thegrenade must be capable of being functioned when wearing standard issued coldweather gloves. The user of the grenade must be capable of restoring thegrenade to its normal safe carrying configuration after removing the safetydevice. The grenade must have a peak sound output between 170dB 180dBmeasured at 5 feet from the point of detonation within a 20 X 20 X 8 ft room.The grenade must have a light output of at least 1 million candle power,measured at 5 feet from point of detonation within a 20 X 20 X 8 ft room.After detonation in a 20 x20 x8 ft room, the smoke should clear within 2seconds and objects behind the point of detonation must be identifiable.The stun grenade shall have a pull pin with pull force between 15 40 lbs.The Stun Grenade shall have a pull pin locking mechanism in order to insureinadvertent detonation does not occur. The weight shall be no more than 26ounces, have a diameter of no more than 2 inches and a height of no more that6 inches. The device, when detonated on cotton cloth, shall not cause fire.It must have an economically compatible re-loadable device for training inmultiple environments. The reloadable trainer must be able to be reloaded athreshold of 10 times and an objective of 25 times. The reloadable deviceshall replicate the hand grenades fuze timing/delays sequence and it shallmeet all the performance requirements of the tactical stun grenade. It mustbe noted if there are any perchlorates used in the grenades. The quantities of the Stun Hand Grenades will range from 2,000 to 400,000, peryear. The quantities for the re-loadable training grenade will range from2,000 to 150,000 per year. Interested companies which believe they can meet the above requirements mayalso provide the US Army test data from independent testing for their product.The requirements in the required verification tests are operatingrequirements, fuze, interface and interoperability requirements, grenadedimensions, fuze safety lever, environmental requirements, and support andownership requirements. Some examples for the environmental requirements testing are operatingtemperatures, electrostatic discharge, temperature and humidity, salt fog,water immersion, Jolt, Jumble, and extreme storage temperatures. Also, thereare vibration tests, and drop tests as well as many other environmental tests. Interested companies which believe they can meet the above requirements shallprovide the US Army a brief summary of their company's capabilities. Responsesshould identify your current Business Structure: a. Name of Company include acontact person's name, company address, telephone number, email address. b.Company Size (please specify as either Large, Foreign, Small, SmallDisadvantaged, 8(a), Woman-Owned Small Business, Historically UnderutilizedBusiness Zone concern, Veteran-Owned Small Business, or Service-Disabled SmallBusiness.) Identify current major manufacturing processes, critical skills and equipment,current production capabilities (should include your maximum production rateattainable and minimum sustaining rate). Identify your organization'sFacilities, Equipment, Unique Capabilities, Environmental Concerns, Storage, Shipping, Receiving and other Support Functions.
