Sources Sought Information Request Form THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are HUBZone small businesses with the capabilities and experience to perform certain work. ALL INTERESTED PARTIES are invited to submit a Capabilities Statement. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. The extent of the work will be described in the solicitation which will soon follow. PURPOSE: This is a Sources Sought announcement to assess the interest and qualifications of HUBZone certified small business firms, in competing for a contract for an anticipated procurement entitled "Wind Turbines" at the Cassadaga Job Corps Center in Cassadaga, New York. The information provided will be used to determine whether to issue the proposed solicitation as a competitive set-aside or whether to issue as full and open competition (unrestricted). The information provided will not be disclosed out of the agency and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Submission of any information in response to this sources sought notice is completely voluntary. PROJECT INFORMATION: The U.S. Department of Labor (DOL) seeks Design-Build firms for design and installation of a small Wind Turbine for the Cassadaga Job Corps Center, New York. The wind turbine will be rated 20kW and may be a combination of two 10 kW rated turbines. The wind turbine(s) will be attached to the electrical grid and provide power back to the grid when not powering a Job Corps Center This anticipated project is currently slated as a Request for Proposal (RFP) procurement to be conducted per the procedures outlined in Federal Acquisition Regulation (FAR) Parts 15 and 36 Magnitude of this project is between $100,000.00 and $250,000.00. Contract completion time is anticipated to take approximately 180 days after the issuance of the notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237130. The small business size standard is $33.5 million. WHO MAY RESPOND: Interest in this Sources Sought announcement is open to HUBZone certified small business contractors, relative to the primary NAICS code 237130. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as HUBZone certified small business set aside. Note to Small Businesses: Small businesses may team together (or even affiliate) and be eligible for award of a set-aside contract, provided that each team member meets the small business size standard for the acquisition and are deemed capable. The current Small Business Administrative (SBA) rules allow a set-aside when there is a reasonable expectation of at least two or more competitive offers from small business teams when at least 50% of the effort will be performed by the collective efforts of all small business members of the team. A qualified Historically Underutilized Business (HUBZone) prime contractor can subcontract part of a HUBZone contract provided they spend at least 50% of the cost of the contract performance incurred for personnel on the concern's employees or on the employees of other qualified HUBZone small business concerns. A joint venture of two or more qualified HUBZone small business concerns may submit an offer for a HUBZone contract so long as each concern is small under the NAICS code size standard assigned to the contract. The joint venture shall be approved by the SBA. Further information regarding teaming and joint ventures are located in the Code of Federal Regulations (13 CFR 124 and 125). All interested Design-Build firms shall be registered via the CCR internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. SUBMISSION REQUIREMENTS: All interested Design-Build firms shall submit a Capabilities Statement to include, but not limited to: the vendor’s DUNS number; a minimum of three (3) but no more than five (5) projects completed within the last five years that are relevant to the work as required within this notice; and a valid point of contact for each project listed within a limit of no more than five (5) pages (as a Capabilities Statement). CAPABILITIES STATEMENTS AND QUALIFICATIONS SHALL BE SUBMITTED ELECTRONICALLY VIA E-MAIL ONLY TO: mcbean.ronette@dol.gov (Attn: Ronette C. McBean, Contract Specialist).
