Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7169, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46, effective 29 OCT 2010. NAICS code 238310 applies. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS MERCY for the following services: The requested period of performance for the below service is 01DEC2010-30JAN2011. Provide services of a qualified marine repair firm specialized in shipboard mechanical and electrical installation and repairs for accomplishing various insulation repairs throughout the ship. A. GENERAL REQUIREMENTS: 118151/010300/25230 1. Contractor shall provide all labor, material, hardware, staging if required and tools to accomplish this work. Ship's tools shall not be used during this work. 2. Clean, prepare, prime and paint all disturbed surfaces to match. If required paint will be provided as GFM. 3. The list of the locations and systems is provided as "INSULATION REPAIRS MASTER LIST" 4. Contractors are encouraged to conduct a shipcheck prior to submit their bids. 5. All material shall be ASPESTOS FREE and USCG/ABS approved. Contractor shall submit MSCREP all MSDS sheets prior to work commencement. B. STATEMENT OF WORK: 1. Remove, provide and install, repair and replace as needed all insulation work described in attached Master List. 2. Paint all newly installed and repaired lagging as original. Blankets shall not be painted. In MTF Laundry steam piping supply and return for the "Flat work ironer" ½" and 1 ¼" piping. Steam service. 2. In Laundry space fwd most press needs lagging on a steam supply line. ½" pipe. Steam service. 3. Level 5 a fire main pipe is missing lagging near the valve. Pipe size 2 ½" with tee to 1". ZONE 2 1. Steam supply line to hot water heater located in service area 2 has damaged lagging. Pipe size 1 ½". Steam service. 2. Steam supply line to hot water heater has an exposed section of pipe. 2" steam piping. 3. Fire Main to eductor has a section where the lagging was removed. 2" salt water pipe into a 2" tee reducer to 1 ¼" SW piping. Neoprene type insulation. 4. Missing lagging on s.w. pump discharge piping located on aft bulkhead. 2" saltwater piping. Neoprene type insulation. ZONE 3 1. Lagging missing from system crossover piping in service area 3. Pipe size 2 ½" with neoprene insulation. Located above potable water tanks 1 and 2. ZONE 4 1. Condensate return line has fallen off pipe. Location in overhead section of service area 4. pipe size ½" steam pipe. 2. In upper section of service area 4. vertical pipe runs have bare steam piping. A 3" laundry steam supply, a 2 ½" heating steam supply and a ¾" condensate return pipe. All insulation is for steam service. 3. Hot water heater located in service area 4 is missing lagging from regulator valve to water heater. 2 ½" steam piping. ZONE 5 1. Hot water heater, hot water outlet of heater has a section of pipe that is missing insulation. Pipe size: 2" copper insulation for hot potable water service. 2. Hot water heater has an uninsulated section of pipe after the steam regulator to the heater. Pipe size: 2" insulation for steam service. 3. Potable water fill piping located in overhead of service area 5. Insulation was removed to patch pipe leaks. Pipe size 2 ½" with neoprene type insulation. ENGINE AND AUXILIARY MACHINERY ROOMS 1. Insulation rips across top of heater. Insulation rip in gland exhaust inlet line. 1" thick. Neoprene type insulation glued to heater. 5. LP. bleed reg station: lagging ripped in between lp bleed to aux exhaust and inlet valve. Insulation for high temp steam service. 6. Astern guardian valve: lagging ripped around valve. 6 or 8" valve. Insulation for high temp steam service. 12. 870# - 140# Aux steam reduction station: lagging ripped around inlet and outlet valves. Insulation ripped before inlet valve, insulation ripped after outlet valve, lagging ripped in drain line. 6" pipe and 1" pipe. Insulation for high temp steam service. ENGINE AND AUXILIARY MACHINERY ROOMS (cont.) 13. Aux exhaust dump to reg line: lagging ripped around inlet valve. 4" valve. 14. Air Ejectors: lagging ripped in steam supply lines to second stage, lagging ripped around valve in steam supply to 1st stage. ¾" or 1" pipe size. Insulation for high temp steam service. 15. #1 Main Feed Pump: lagging ripped around discharge valve. Insulation and lagging around pump casing. Steam inlet valve lagging ripped. Steam and hot water piping. 4" and 6" pipes, Insulation for high temp steam service. 16. #2 Main Feed Pump: lagging ripped around discharge valve. Insulation and lagging around pump casing. Back of Boilers: common vent line for both s.h. vents need relagging. 1" high temp, high pressure steam piping. 26. Mud drums: relag forward end of both mud drims. Drain lines of both mud drums have have torn wrappers 1 ¼" or 1 ½" high temp, high pressure steam lines. 27. Steam line to burners: Lagging is deteriorated. ½" high temp steam piping. 28. 35 PSI steam line: insulation wrapper torn along line 3" steam piping, need to be lagged on 1 1/2 " line leading to hot water heater. High temp steam insulation service. 51. #2 Evap: Feed heat tube nest flange needs to be re insulated with high temp steam service insulation, damaged 8" neoprene water pipe run from 2nd stage to 3rd stage. 3rd stage tube nest head needs insulation to be re-installed. 52. Steam to #1 and #2 Evap reducing station: drain line 1 ¼" steam piping needs to be re-wrapped.
