THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. NO SOLICITATION IS CURRENTLY AVAILABLE. Service Area Office West, Consolidated Contracting Activity will be issuing and Request for Proposal for the construction of Warehouse Expansion Remodel Phase II at the VA Sierra Nevada Health Care System located at 1000 Locust Street in Reno, NV. Project consists of renovation of existing warehouse including new layout, finishes, utilities, HVAC and security system. At this point in the procurement process the Department of Veterans Affairs is performing market research to determine contractor availability and bonding capacity of the following Socio-economic Categories: Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hubzone Small Business, Woman-Owned and Small Disadvantaged Business 8(a). Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. For the below definitions, the company must meet the small business size standards allocated to the NAICS Code. That code for this procurement is 236220 and the size standard is $33.5 million gross sales/year average over the last three years. Definition. For the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Service-disabled veteran" means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). "Veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a Veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). "Women-owned small business concern," means a small business concern -- (1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and (2) Whose management and daily business operations are controlled by one or more women. HUBZone small business concern, as used in this clause, means a small business concern that appears on the list of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for- General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other HUBZone small business concerns; "Small disadvantaged business concern" means a small business concern that represents, as part of its offer, that it meets the criteria consistent with 13 CFR 124.1002- (1) Not less than 51 percent of which is unconditionally and directly owned by one or more socially and economically disadvantaged individuals who are citizens of the United States, the management and daily business operations of which are controlled by one or more socially and economically disadvantaged individuals; and (2) Where the concern is owned by one or more individuals, and each individual represents that their net worth does not exceed $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2). Interested firms should send, by E-mail only, the following information: Socio-Economic Category; Single Construction Contract Bonding Capacity; Total Bonding Capacity; Current Available Bonding Capacity; Information should be sent to Rusty.Stevenson@va.gov by close of business December 22, 2010. Estimated construction cost is between $500,000 and $1,000,000. Information received will be used in any set aside determination.
