Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the ECHOCARDIOGRAPHY DEPARTMENT intends to negotiate and award a purchase order on a noncompetitive sole source basis to Philips Medical Systems, N. A., 22100 Bothell Everett Highway, Bothell, Washington 98041-3003. To purchase an on-site Silver Service Agreement on the below equipment. Item 1) Site Id: #45682734, Serial #02XRJF, Product description: iE33 Ultrasound System, to include additional equipment: 1.X3-1 S/N 02YKFL 2.S5-1 S/N 031FZT 3.S12-4 S/N 02YQJ4 4.S8-3 S/N02YQZW Item 2) Reference Site Id: #45682734 Serial #02XRJF Equipment covered X7-2T S/N 032GYL The service contract is for a twelve month period; with period of performance 1 January 2011 thru 31 December 2011. The sole source determination is based upon the fact that the equipment is manufactured by Philips Medical Systems N. A. The mission of the Echocardiography Laboratory at the National Heart, Lung, and Blood Institute is to support clinical diagnosis and research projects relevant to cardiovascular diseases undertaken by NHLBI investigators in the Division of Intramural Research. The lab also collaboratively supports the mission of ALL of the institutes within the intramural program. The lab provides state-of-the-art cardiac ultrasound 2D and 3D exams, provides advanced data analysis, and maintains state-of-the-art ultrasound machines. Such state-of-the-art analysis includes 3D volumetric imaging, complex Strain Analysis, Tissue Motion Quantification, Parametric Quantification, Q-lab analysis, and contrast enhancement for endocardial definition. Using this equipment, the lab provides frequent training for the ICU physicians and staff. With its high resolution, specialized research software, and three-dimensional capabilities, the Philips U/S machine and probes are an essential part of daily lab operations. The Philips equipment requires expert maintenance and repair by authorized engineers who have received thorough, specialized training and have access to the patented and proprietary details of this scientific instrument. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $7.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-CSB-(HL)-2011-036-DDC The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-46 (October 29, 2010). The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by December 13, 7:30 a.m. eastern time, will be considered by the Government The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-CSB-(HL)-2011-036-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter, Emails will be accepted. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
