DEPARTMENT OF VETERANS AFFAIRS Network 22 Contracting Activity 5901 East Seventh Street, Bldg. 149 Long Beach, CA 90822-5299 December 8, 2010 In reply to: NCA/SP Subj: Notice of Sources Sought for the Delivery and Installation of Durable Medical Equipment The Department of Veterans Affairs, Network 22 Contracting Activity is conducting a market survey to identify potential business sources who have the resources, capabilities, and experience to warehouse, deliver, install and warehouse durable medical equipment provided for our patients. The NCA 22 intends to use the information provided in response to this Sources Sought Synopsis/Request for Information to aid in refining its acquisition strategy, budget assumptions, statement of work and delivery schedule for this effort. The applicable NAICS code for this requirement is 532291. This is NOT a solicitation. Requirement Description: The VA San Diego Healthcare System intends to procure the following services to meet its requirement. This is a brief overview of the requirements, the eventual solicitation shall be more expansive upon all of these areas and add specific requirements related to the services discussed below. Should a contractor feel that they can accomplish the tasks below, please reply to the Contracting Officer through the instructions provided at the end of this document. 1. Delivery and Installation OF Durable Medical Equipment: The Contractor shall be required to deliver Durable Medical Equipment to VA beneficiaries, within forty-eight (48) hours after receipt of order or authorization. 2. PATIENT EDUCATION: The Contractor shall provide instructions to VA beneficiaries/caregivers as part of delivery/set-up services. 3. EMERGENCY REPLACEMENT AND/OR BACKUP EQUIPMENT: In the performance of providing emergency services, the Contractor shall provide replacement and/or back-up equipment or repair services, as deemed appropriate and necessary, in response to an emergency request from a VA beneficiary/caregiver. 4. PICK-UP EQUIPMENT: The Contractor shall be required to pick-up DME from VA beneficiaries/caregivers homes within forty-eight (48) hours after receipt of an order/authorization, either verbal or written, from the COTR or designee. 5. INVENTORY: The Contractor shall be responsible for maintaining inventory controls and preparation of a perpetual inventory control record of all Government-owned DME, new and retrieved, held in storage under the terms of this contract. 6. REPAIRS: The Contractor shall pursue the repair and refurbishment of all Government-owned DME so that the DME shall be placed in optimum working condition in accordance with the manufacturer's instructions. 7. INTERACTION BETWEEN CONTRACTOR PERSONNEL AND VA BENEFICIARIES: The VA beneficiaries serviced by this contract have significant physical disabilities or chronic illnesses that, in many cases, influence their behavior and lifestyle. It is of the utmost importance that a high degree of sensitivity and professionalism be demonstrated when VA beneficiary/caregiver contact is made. The Contractor is expected to be discreet and tactful, and to demonstrate concern, compassion, and patience. 8. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. The response should include, but is not limited to, the following: a.A one page company profile to include Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUBZone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, and points of contact who are able to discuss the material submitted. b. A description of the company's past experience and performance of similar contracts for the delivery of delivery and installation of durable medical equipment. c.A summary of the company's capability and approach to meet the requirement and delivery schedule objectives of this RFI and perform a contract of this nature.
