Description
The USDA Forest Service, Southwestern Region (Region 3), is soliciting quotes (RFQ) for Mechanic with Service Truck for use during local, Regional, and Nationwide fire suppression and all-hazard incidents. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Agreements will be competitively awarded within Region 3. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a cascading set-aside order of preference first to responsible, eligible 8(a) small business concerns, HUBZone small business concerns and/or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. If there are insufficient 8(a), HUBZone, and SDVOSB concerns to meet the anticipated need, additional awards will be made to responsible small business concerns. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php. Other information for vendors is listed below: 1) This solicitation will use a new Pilot Vendor App to respond to the solicitation. Vendors can learn how to use this app on the web at http://www.fs.fed.us/business/incident/pilotvendorapp.php. 2) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registrations. 3) Vendors must have a valid D-U-N-S Number. Request a D-U-N-S Number from Dun and Bradstreet on the web at http://www.dnb.com/us/duns_update/ 4) Register in the Central Contractor Registry (CCR) and complete the Online Registration and Certifications Application (ORCA) as stated in the solicitation. Vendors can access CCR and ORCA at http://www.bpn.gov/ 5) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php The solicitation will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about December 1, 2010. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all electronic process.
