- Contractor to provide full Architect/Engineering services as required to prepare complete contract drawings, specifications, and cost estimates, including services throughout construction period for Project No. 596-10-107 'Replace Heating and Cooling in Buildings 2 & 3' for the VA Medical Center, Lexington, Kentucky, Leestown Rd. division. This project will replace the existing heating, ventilation, and air-conditioning (HVAC) systems, in Buildings 2 and 3 at the Leestown Road division. HVAC systems/subsystems/components to be replaced include air handlers, distribution ductwork, fan-coil units, and exhaust fans and miscellaneous related components, piping, etc. Replacement shall include HVAC systems as well as provision of new direct digital control (DDC) for new system components. The A/E team selected shall provide schematic design services to document (in basic form) existing systems, but shall focus the majority of schematic design services on 'clean sheet' design identifying efficient HVAC operation options in terms of zoning, energy efficient operations, scheduling, etc. Design efforts following schematic phase shall develop the selected schematic design into a plan for installation in the specific building. Project design shall clearly show work required, phasing of work required, and instructions to construction contractor regarding how to accomplish the necessary renovations in a 24/7 medical environment taking into consideration demolition, dust control, infection control, and specialized facility requirements as discussed with VA staff. Construction Cost range is between $2,000,000 and $5,000,000. Area of consideration is limited to a 150 mile radius of the Lexington, Kentucky VA Medical Center. Firms desiring consideration must submit THREE copies of SF 330, not later than 2:00 PM local time, January 21, 2011. This procurement will be open to both large and small businesses. NAICS 541330 with a size standard of $4.5 million is applicable. Contract award is subject to the availability of VA funds. A/E Selection criteria will include: 1) Professional qualifications necessary for performance of required services; 2) specialized experience and technical competence of the A/E firm with similar type projects; 3) past performance on contracts with Government agencies; 4) Location of A/E firm; 5) experience and roles of key design personnel, specifically on related projects; 6) cost control and estimating effectiveness. This is not a request for proposal. THREE copies of SF 330 should be mailed to Connie Mabley, Contracting Officer 90C, 2250 Leestown Rd., Lexington, Kentucky 40511. No faxed or emailed SF 330's will be accepted.
