- It is the intent of the National Library of Medicine to negotiate on a sole source basis with the University of Maryland/State of Maryland, 8400 Baltimore Avenue, College Park, Maryland, 20740 for proprietary MAX Network high bandwidth connectivity to the Internet 2 Abilene Network, under authority of FAR 6.302. NLM intends to make an award for this commercial item in accordance with FAR Part 12. The following clauses and provisions apply to this acquisition and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: 52.212-4, Contract Terms and Conditions - Simplified Acquisitions (Commercial Items). The contractor shall comply with all other applicable Federal, state, and local laws, executive orders, rules and regulations in effect at time of award. Full text of FAR clauses and provisions are available at: http://www.arnet.gov/far/index.html. NLM Synopsis No. 11-008-CYC shall be noted on all correspondence to this announcement. Vendors may identify in writing their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all responses received no later than the closing date and time of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
