- This solicitation is being issued as a Request for Proposals in response to the Internal Revenue Service's requirement for Return Preparer testing and related fingerprinting services. The Government intends to award multiple contracts for a one year base period with 4 one-year options pursuant to Solicitation TIRNO-11-R-00005, as follows: a) a single award for the Testing and Fingerprinting services; and, b) a single award to a sole Fingerprinting service provider. The resulting contracts will be on a no-cost basis. The vendors will be authorized to charge testers a reasonable fee for testing and/or fingerprinting services. No funds (neither Appropriated Funds nor Non-Appropriated Funds) are authorized for the payment of any costs incurred by the contractor in the performance of this requirement. All offerors shall be registered with the Central Contractor Registration at: http://ww.ccr.gov, and certify their Representations and Certificates Application (ORCA) on-line at https://orca.bpn.gov, prior to submitting a proposal.
