Description
INSTRUCTIONS Your quote must be open market. Questions in relation to this RFQ are due on DEC 10, 2010 @ 12:00pm. Submit quotes to the subject RFQ no later than DEC 15, 2010 @ 11:00am. to Michelle Bergeaux, Contract Specialist, at email: michelle.bergeaux@usmc.mil. The RFQ number must be written in the subject line of your email response. The attached RFQ shall be completely filled out in the following format. Block 17a: company name, address, POC name and e-mail, CAGE code, DUNS number, TIN number and phone and fax numbers, starting on page 2, completely fill out the attached schedule including unit prices and extended prices, sub totals. Enter the total for your quote on page 1, block 24. Your e-mail should include any exceptions to the RFQ. If submitting Or Equal, vendors shall provide a proposal addressing how they intend to provide the services as described in the Part Number for Services. BASIS OF AWARD: AWARD SHALL BE BASED ON LOW PRICE TECHNICALLY ACCEPTABLE. PRICE DETERMINATION IS BASED ON THE BASE YEAR PLUS THE ONE YEAR OPTION. NOTE 1 - THIS IS A 100% SMALL BUSINESS SETASIDE NOTE 2 - If Vendor's are submitting an "Or Equal" to the Support, they must provide a proposal explaining how they plan to meet the requirements of this Service described above. Simply restating the services provided is unacceptable. The vendor must clearly demonstrate how they intend on providing all services. NOTE 3 - If Vendor's are submitting Brand Services Support they shall provide the following with their quote: In order to minimize the risk of the government purchasing counterfeit products or unauthorized secondary market equipment, which would not be supported by the Original Equipment Manufacturer (OEM), and in order to ensure that the Government purchases only equipment that is genuine (i.e., not counterfeit), authorized (e.g., including appropriate licenses), and supported (e.g., warranty and support services) by the OEM, Vendor shall certify that it is a Manufacturer Authorized Channel Partner as of the date of the submission of their offer, and that it has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements. Unless otherwise specified, Vendor shall warrant that the products are new, in their original box. The Vendor confirms to have sourced all Manufacturer products submitted in this offer from Manufacturer or through Manufacturer Authorized Channels only, in accordance with Manufacturer's applicable policies in effect at the time of purchase. Vendor shall provide Buyer with a copy of the End User license agreement, and shall warrant that all Manufacturer software is licensed originally to Buyer as the original licensee authorized to use the Manufacturer Software. If Vendor is not an Manufacturer Authorized Channel Partner as of the date of the submission of its offer, then Vendor shall submit with its offer a document, from the Manufacturer, that identifies the Vendor by name and states the following: (1) that the products offered in response to the government's requirement (including hardware, software, and/or support services) are genuine (i.e., not counterfeit and not unauthorized secondary market products) (note: all items, including part numbers where applicable, shall be listed in the document); (2) that Vendor has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements; (3) that Vendor will be able to receive from Manufacturer, and that Manufacturer will not deny, the support services required to support the product(s); (4) that Vendor has the authority to transfer to the government all appropriate software licenses associated with the product(s); and (5) that Manufacturer will not deny required warranty support for the product(s).
