- Proposed Sources Sought The USDA Forest Service (FS) is seeking sources that can provide one fully functional turbine-powered aircraft capable of transporting a minimum of 3firefighting crews or 61 persons up to a maximum of 101. A typical firefighting crew consists of 20 people with an average weight of 250 lbs per person including baggage. Flights are normally point-to-point flights for the purpose of picking up and/or delivering firefighting crews to Government-identified locations. Interested vendors must possess an air carrier operating certificate, issued by the Federal Aviation Administration (FAA) under 14 CFR Part 121 and valid for the areas of operations listed in the solicitation. Further, the vendor must possess a current air mobility command (AMC) certification for carrying passengers/cargo/Government-furnished equipment (GFE) and be capable of keeping this certification current throughout the contract period. The vendors operations specifications must authorize operation of the category and class of aircraft and condition of flight required under this contract (i.e., transport category, multiengine turbine powered aircraft, IFR day and night).. Aircraft used on this contract will be operated under the provisions of 14 CFR Part 121. The proposed contract will be will be issued as firm-fixed price contract with Economic Price adjustment. The requirement is an exclusive use contract for one aircraft with a mandatory availability period of 108 days and the option to require up to two extra aircraft on a call-when-needed basis. This anticipated contract period will be for a one base year with four option years.
