Description
This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. The U.S. Army Corps of Engineers, Baltimore District, requests responses of interest from potential contractors only concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Interested parties must be CCR ( http://www.ccr.gov ) registered to access or create an account through Federal Business Opportunity. If you do not have an account with Federal Business Opportunity, you will be locked out from obtaining a hard copy of the solicitation. Project Title : Direct Title Services Project Description : The Contractor shall furnish and deliver Owner's Guarantee (Insurance) Policies or Certificates of Title and Continuations thereof in the form of preliminary, interim or final policies, certificates of title, interim binders, or endorsements, as appropriate. The title services generally requested are commitments dating back eighty (80) years or more. The Policy shall be issued only on the most recent forms approved by the Attorney General of the United States and the American Land Title Association for acquisitions by the United States. (American Land Title Association (ALTA) U.S. Policy - 9/28/91 form is the ONLY currently approved policy form.) The Contractor shall also provide Closing Services to include recording. The Contractor shall in all instances adhere to the Department of Justice, Title Standards 2001, or any successor thereto as may be in effect at the time of delivery. The standards can currently be found at http://www.justice.gov/enrd/ENRD_Assets/DOJ_2001_new.pdf. This notice is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Responses are to be sent via mail to Linda M. Evans, US. Army Corps of Engineers, 10 South Howard Street, Baltimore, MD or P. O. Box 1715, Baltimore, MD 21203 no later than 3:00 p.m. eastern standard time 17 December 2010. No email responses will be accepted. Interested Contractor should submit a narrative demonstrating their experience in Direct Title Services of projects similar in scope and size in nature as described above. Submissions shall be double spaced on single sided paper and not exceed five (5) pages. Submit three (3) copies of proposed informational packages but must include submitter's name, phone number, and email address. Please include the following information in your response: 1. Type of Small Business? 2. Please give a general description of the type of services the contractor can perform. 3. In most cases, title services will be required in a state lying in the Mid-Atlantic and Northeast. In which state/areas has the contractor performed the services? 3. In which other states/areas, if any, is the contractor qualified and willing to work? 4. What relevant work has the contractor performed? 5. Has the contractor worked for the Corps or other federal government agencies? 6. A brief statement of the contractor's capability. 7. Any questions the contractors would like to ask? 8. Any suggestions that would best allow the contractor to accomplish their mission? 9. On average, what is a typical amount of time to allow for the contractor to produce a title commitment? 10. Qualifications of the person who will perform face to face closings? 11. Ability to provide title search, closing and policy documentation electronically? 12. Is the contractor familiar with the DOJ Title Standards? Comments will be shared within the Government but otherwise will be held in strict confidence.
