Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The National Library of Medicine (NLM) has a backlog of over 280 titles in the languages designated for this purchase order which the Cataloging Section is mandated to eliminate during the next fiscal year. NLM requires assistance in cataloging these monographs since it does not have the necessary resources or the language expertise to catalog them. Contracted cataloging assistance has been an essential activity for the last several years during which the Cataloging Section contracted for the cataloging of foreign language materials in order to meet its mandate of providing bibliographic control and for announcing the Library's acquisitions to the biomedical library community. Purpose The purpose of this purchase order is to acquire limited or copy-cataloged bibliographic records for 500-750 foreign language monographs. The materials will be a mix specifically of Danish, Finnish, Norwegian, and Swedish. It is expected that approximately 20% of the titles will have copy and 80% will require original cataloging. It is also expected that between 1 and 10 items will be returned un-cataloged. The project is envisioned to consist of a base year period of performance for 12-month with options for four (4) successfully one-year periods. • The performance period shall be twelve months: February 1, 2011-January 31, 2012 • The option one period shall extend for twelve months from February 1, 2012-January 31, 2013 • The option two period shall extend for twelve months from February 1, 2013-January 31, 2014 • The option three period shall extend for twelve months from February 1, 2014-January 31, 2015 • The option four period shall extend for twelve months from February 1, 2015-January 31, 2016 Vendor Requirements The vendor shall furnish services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government under the terms of this purchase order, as needed to perform the work set forth as follows: The services will include: 1) applying the Anglo-American Cataloguing Rules, 2nd Edition, 2002 revision (AACR2) and the Library of Congress Rule Interpretations (LCRIs) for descriptive cataloging and verification and creation of name/series access points in the NLM online authority file; 2) assigning NLM Medical Subject Headings (MeSH) descriptors; and 3) assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The task also entails completing the cataloging using NLM's integrated library system, Voyager, including adding and/or editing all NLM local fields following NLM procedures. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Thursday November 16, 2010 to Ms. Uyen Phuong at phuongu@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
