Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the following commercialitem: a heavy ion beam and facility using high powered ions that provides the capabilityto test modern semiconductor devices. The beam must be of the proper energy to doelectronics testing. The facility must provide amenities that support the test effort.These amenities include a method to tilt the electronic device relative to the beam,provide 120VAC power to power test devices brought by the test group, provideconnectivity from the test chamber to the control room for data retrieval. Thecombination of the beam, test equipment and facility will enable NASA to test electronicsusing the heavy ion radiation to simulate the lunar/deep space radiation environment. Heavy Ion Beam Characteristics include the following:- Heavy ion beam energies in the range of 4 40MeV/n - Ions to provide an LET of 80 at normal incidence at the part interface.- Flux rates selectable from 1+E2 to over 1+E7 ions/cm2/sec.- Absolute dosimetry better than 10%.- Exposure durations from a few seconds upwards.- At least a 1 inch diameter cross-sectional beam.A minimum of 12 hours of beam access shall be provided during each scheduled day, betweenthe hours of 8 am until midnight. The NAICS Code and Size Standard are 541380 and $12,000,000, respectively. The anticipated release date of the RFP is on or about January 15, 2011 with ananticipated proposal due date of on or about February 14, 2011.After release of the RFP, all responsible sources may submit a proposal which shall beconsidered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted in writing (e-mail) to LamarMueller at perry.L.mueller@nasa.gov not later than December 13, 2010. Telephonequestions will not be accepted.
