Description
Instructions of the information needed in the response. Performance Based Work Statement The U.S. Department of Energy's (DOE) National Nuclear Security Administration (NNSA) Service Center (SC) seeks services of board certified psychiatrists and licensed clinical psychologists currently licensed to practice in the states where DOE/NNSA sites are located to perform agency sponsored assessments in accordance with Title 10 Code of Federal Regulations (CFR), Part 710, entitled, Criteria and Procedures for Determining Eligibility for Access to Classified Matter or Special Nuclear Material. Primary location of work for psychological assessments is at the contractor's facility located within 50 mile radius of each DOE/NNSA site that includes Albuquerque, NM; Los Alamos, NM; Livermore, CA; Kansas City, MO; Oakridge, TN, Amarillo, TX, Las Vegas, NV, and Aiken, SC. The Government envisions Contractors having the capability of providing psychologists/psychiatrists at each location. This is not a Request for Quote (RFQ) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Market research is being conducted at this time for the sole purpose of determining interest and capability of potential sources currently available to meet the needs of the NNSA/SC PSD. This is not a request for proposal, and a SOC is not considered to be a proposal. Availability of any formal solicitation will be announced separately. It is anticipated that the NNSA may award a contract(s) based from the information acquired in the sources sought within FY2011. SUBMISSION INSTRUCTIONS: Large businesses shall not respond to this announcement but should consider teaming with a small business or a team of small businesses. SOCs shall not exceed ten letter-size (8.5"x11") pages using 12-point font; any pages submitted in excess of ten pages will not be reviewed. SOCs must be submitted electronically via email to rserino@doeal.gov by December 20, 2010 10:00 AM MST. Any costs incurred as a result of this announcement shall be borne by the Contractor and will not be charged to the Government for reimbursement. Any SOCs received after the time and date specified above will not be reviewed.
