Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Any inquiries are to be made in writing by email to the point of contact. Responses to this notice shall be sent by email to Selah.Scott@va.gov by the due date and time of 12/21/2010 by 4:30p.m E.D.T. and shall should include the following: Company name, address, point of contact, phone, fax, and email, DUNS number, Type of business, e.g. SDVOSB, women-owned small business, or large business and a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a formal synopsis and subsequent solicitation announcement will be published. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. The North American Classification System (NAICS) code for this acquisition is expected to be 621111 ($10.0 million). Description (Subject to Change): Contractor shall provide Compensation and Pension (C & P) exams to beneficiaries of the VA New York/New Jersey, Veterans Integrated Service Network 3 (VISN 3). Contractor shall have the capability to meet all contractual requirements within 45 days of contract award and shall be mobilized to perform examinations in the following counties: In New York State - Nassau, Suffolk, Brooklyn, Queens, Manhattan, Staten Island, Bronx, Ulster, Orange, Dutchess, Putnam, Rochester, Westchester, Sullivan and Columbia counties. In New Jersey - The entire State VA seeks contractor support to complete the C&P medical exam lifecycle from examination request to report production when the demand exceeds the medical center capacity to do so. This lifecycle typically occurs within an average of 28 days. The Contractor is to locate, subcontract, and train medical professionals in performing medical disability examinations for Veterans and separating service members. The contractor utilizes its network of healthcare professionals to perform disability examinations and write reports to support claims processing for veterans who have filed a claim for disability compensation or pension benefits. The contractor's staff is trained specifically on VA policies and procedures. The contractor conducts only those tests specifically required in the AMIE worksheets. The contractor does not conduct invasive testing without prior approval from the VA. A specialist is always required on exams for ophthalmology, dental, audiology, and psychiatry. Infrequently, Board of Veterans Appeals Remands or other complex cases may require a specialty exam, but overall specialists are not required on most other exams. For female patients, all gynecological, rectal/anal and breast examinations performed by a male physician shall be in the presence of a female assistant, and the examining physician shall document their presence in the examination report. The contractor will be required to perform disability examinations to support claims processing for veterans who have filed a claim for disability compensation or pension benefits when the demand for such service exceeds the local Medical Center's capacity. The contractor shall provide the full range of medical disability examinations for the following areas; musculoskeletal; organs of sense; infectious, immune, and nutritional deficiencies; respiratory; cardiovascular; digestive; genitourinary; gynecological and breast; hemic and lymphatic; skin; endocrine; neurologic; mental disorders; dental and oral examinations. Based on specific VA request, special purpose examinations shall be provided including: cold injury protocol, traumatic brain injury (TBI), and aid and attendance or housebound status examinations. Contractor shall provide examining physicians, examination facilities, available lab testing, and necessary support staff. Contractor shall also provide general medical administrative services to include: scheduling examinations; providing notification to the individual to be examined; and electronic transmission of transcribed text file examination reports compatible to the requesting office (with express mail of any materials which cannot be electronically transferred). General Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
