Description
Synopsis: The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, seeks a supplier of a driving simulator system suitable for human factors and transportation engineering research. The Volpe Center intends to issue a solicitation competed as a small business set-aside and is intended for single award. The Volpe Center requires a driving simulator to evaluate human factor issues and counter measures directed to promote drivers' safety at highway-rail-grade-crossings. The driving simulator should be suitable for human factors and transportation engineering research. The driving simulator system shall provide users (The Volpe Center) the ability to create and modify experimental scenarios in a simple, relatively easy way without requiring expertise in programming code writing, thus, reducing the development time. The contractor will be required to meet the specific requirements listed in the statement of work (SOW) in areas such as: physical configuration, software requirements, audio reproduction control, data collection, installation, training, and service requirements. The SOW will be set forth in the Request for Proposal (RFP). The driving simulation system shall provide the capabilities to conduct studies in the areas of: examining driver inattention/distraction, measure drivers' responses to traditional and time-sensitive situations, evaluate various railroad-highway grade crossings configurations, evaluate driver behavior in response to reliability of warning systems, design and evaluate existing and proposed traffic control devices (signs, signals and pavement markings). The North American Industry Classification System (NAICS) Code is 333319 for this acquisition with a small business employee size standard of 500. The estimated release date of the solicitation will be on or about January 18, 2010. Proposals will be due approximately 30 days following the issuance of the solicitation. The solicitation will be issued on a Firm-Fixed-Price basis with a one year option period for technical support services. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.fedbizopps.gov. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on FedBiz Opps. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the ORCA website: https://orca.bpn.gov. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
