- NOTICE OF INTENT, SOLE SOURCE: This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(b)(2)). This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The Bureau of Land Management (BLM) intends to solicit and award a contract on a sole source basis in accordance with FAR 6.302-1 to ADVANCED DATATOOL CORPORATION (ADTC), 4216 Evergreen Lane, Ste. 136, Annandale, VA 22003 for maintenance, testing and upgrades to the Collections and Billing System (CBS). ADTC designed and developed the CBS software application based on BLM and Division of Business Services (DBS) specifications. The system is highly integrated and includes several real-time and batch interfaces. ADTC is an SBA-certified small, woman-owned business. The NAICS code for this action is 541511. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. Period of Performance is estimated to be 01 January 2011 through 31 December 2011 with 4 option periods. Interested sources may identify their interest and capability to respond to the requirement or submit quotes to scorbeil@blm.gov no later than five (5) calendar days after release of this synopsis. All quotations received within five (5) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
