Description
The Sierra Pacific Network Consolidated Contracting Activity (CCA) is issuing a Sources Sought Announcement to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that can provide all tools, materials, equipment, to filter and treat thirty (30) Underground Storage Fuel Tanks (UST's) and Aboveground Storage Fuel Tanks (AST's) and twenty-seven (27) Day Tanks for the Emergency Generators @ the three (3) Divisions and the two (2) Clinics of the VA Palo Alto Health Care System. A. UST's; The contractor shall perform this work through one (1) 4" access point per tank; optically inspect, clean, filter, polish, and remove sediment, bacterial particles, rust, and water to waste drums per Federal and California EPA Standards and Regulations, provide a DVD recording of the cleaning and polishing operation for each UST and AST. B. AST's; Contractor shall optically inspect, clean, filter, polish, and remove sediment, bacterial particles, rust, and water to waste drums per Federal and California EPA Standards and Regulations, provide a DVD recording of the cleaning and polishing operation for each UST and AST. 2. The contractor shall vacuum all contaminates from the bottom of the tanks from one end to the other end without agitating the fuel to prevent the contaminates from mixing with the fuel in the tank. 3. The contractor shall filter the fuel to remove any moisture and contaminates and return the clean fuel to the tank. 4. The contractor shall add diesel fuel conditioner that is certified for national defense fuels to each tank at a ratio of 1:7500 using a volume factor of 80% tank capacity to inhibit bacterial and fungal growth, provide stabilization of fuel, help keep fuel lines clean and inhibit sludge buildup. 5. The contractor shall have the following tests done on all fuel samples taken for all of the UST's, AST's, Day Tanks. A. ASTM D4176 Appearance-Distillate Fuel; (Clear & Bright), (Free Water), (Particulate). B. ASTM D86 Distillation Deg. *F; (Initial Boiling Point), (10% / 50% / 90% Recovered), (End Point % Recovered). C. Physical/Chemical; ASTM E203/D6304 (Water by Karl Fisher PPM), D287 (API Gravity @60F), ASTM D4737 (Calculated Cetane Index), ASTM D93 (Flash Point by PMCC), D1796/D2709 (Water & Sediment), D4294/D5453/D7039 (Sulfur Content), F21-61 (Accelerated Stability), (Initial Color), (Final Color), (Blotter Test), (Assessment). 6. Bottom Sample; A. Visual Inspection for presence of water/sediment. B. Microbiological Test. 7. Day Tank Bottom Inspection; A. Visual Inspection for presence of water/sediment. B. Microbiological Test. Service shall be performed at VA Palo Alto Health Care System, 3801 Miranda Ave., Palo Alto, CA 94304, a Department of Veterans Affairs facility within the Veterans Integrated Service Network (VISN 21). This action will not be broken into categories, all equipment must be serviced. All responsible SDVOSB sources may submit a bid which shall be considered by the agency. The simplified acquisition procedures of FAR Part 13 will be used as applicable in conjunction with commercial items procedures of FAR Part 12. The NAICS is 811310, size standard is $7.0 million. Product Service Code is J066. The solicitation document and incorporated provisions and clauses will be those in effect through FAC 2005-45. If multiple SDVOSB firms submit offers, award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications-Commercial Items; and 852.219-70, Veteran Owned Small Business Certification. Offeror shall submit evidence of compliance with FAR 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans.
