Description
Marine Corps Enterprise Services (MCES) Program Management Office (PMO), Marine Corps Enterprise IT Services (MCEITS) Program, Marine Corps Systems Command, is seeking to identify all potential sources, or teams, regardless of organizational type and size classification, and determine their capabilities to fulfill a potential Government requirement. A follow-on Request for Proposal (RFP) to the MCEITS Indefinite Delivery Indefinite Quantity (IDIQ) M67854-09-D-4726, is planned for the fourth quarter, fiscal 2011 (Q4FY11) with anticipated award first quarter, fiscal 2012 (Q1FY12). General Dynamics Information Technology is the incumbent for the current contract. This is anticipated to be a full and open competition IDIQ award to one or more Offerors who offer the best value across the scope of MCEITS “ Design, Engineering, Implementation, Operations, Program/Project Management and Logistics Support. The MCES PMO is seeking sources only with current relevant qualifications, experience, personnel, and capability to deliver capability across the Systems Development Lifecycle to include, Design, Engineering, Integration, Operations, Program/Project Management, and Logistic Support. Interested sources or Offerors should register as interested with the Contract Specialist with the following information by 17 December 2010 at isicontracts@usmc.mil, subject line - MCEITS Synopsis: -Company Name -Company Address -Point of Contact Name -Point of Contact Phone Number -Point of Contact Title -Point of Contact E-mail address -Identify whether COTS Software/Hardware provider, Systems Integrator, or both -Company Profile to include number of employees, office location(s), hosting facility location(s) that is owned by the company where the service will be performed, DUNS number and CAGE Code Unless otherwise identified by the Interested Source/Offeror the information above (with the exception of Company Profile) will be posted at the MCEITS Virtual Reading Room site for industry to identify potential teaming partners. This synopsis is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. Upon review of industry response to this Sources Sought Synopsis, the Government will determine the final acquisition methodology that is in the Government's best interest. This Synopsis is a market research tool being used to determine the availability and adequacy of potential company's sources prior to determining the method of acquisition and ultimate issuance of an award. It will also be used to develop the Due Diligence Process to enable Offerors to gain a better understanding of the key organization mission objectives and effort required to deliver the capability. The responses to this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. No information provided to the Government will be posted or provided to other interested parties to this solicitation. It is requested that interested companies submit to the contract specialist a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Respondents interested in providing information to the Marine Corps are requested to submit electronic information to isicontracts@usmc.mil no later than 23 December 2010, ONLY UNCLASSIFED information shall be sent to this address. Proprietary information not releasable to the public domain may be submitted and will be properly safeguarded. Any proprietary information contained in a submittal shall be clearly marked throughout with the appropriate handling and distribution markings, by the respondent. The documentation shall address, at a minimum, the following: Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your company acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein. The documentation should also provide the roles/responsibility of your company on these projects. Provide examples of projects performed and aligned with the requisite Joint Capabilities Integration and Development System (JCIDS) and DoD 5000.02 documentation with the following: 1. Ability to integrate and deliver enterprise cloud computing and IT capabilities in a DoD accredited network environment based on a primarily Hewlett Packard (HP) Commercial Off The Shelf (COTS) design. The capabilities operate in both Classified and Unclassified enclaves within an Enterprise IT Center (EITC) as well as the Unclassified Systems Integration Environment (SIE). Integration efforts shall include the data center facility infrastructure, application infrastructure, and the Enterprise Services to enable the ability to host production applications and systems and support the testing, integration, and engineering of applications and systems within the SIE. The delivered capability must provide the integration of IT Service Management (ITSM) and Enterprise Service Management (ESM) software, tools and processes upon the facilities, infrastructure and hardware. This includes the procurement of the vendor provided software and the installation, configuration, integration, and documentation of the product baseline. Additionally, demonstrate the ability to achieve DITSCAP/DIACAP accreditation and perform a full system functional test of the infrastructure. 2. Ability to provide 24/7/365 ITSM and ESM operational ITSM and ESM support based on IT Infrastructure Library (ITIL v3) to include the processes and functions necessary to ensure successful management, oversight, operations and maintenance. Performance must include the personnel and services to employ, maintain and operate a data center environment. Inherent is the daily execution of both the internal ITSM and ESM functions to support the management, operations and maintenance of services, applications, infrastructure and their associated technologies. ANTICIPATED PRESOLICTATION NOTICE Interested parties should be aware that as part of the Due Diligence Process the MCES PMO will issue a pre-solicitation notice pertaining to the advisory multi-step process to be conducted prior to issuance of the formal RFP. A virtual reading room will be established to provide access to information related to the solicitation. It is anticipated the PMO will hold an Industry Day in February 2011 to identify the goals and objectives and solicit feedback. The remainder is for information purposes only, the Virtual Reading Room is available. Final dates for industry day and site visit are yet to be established. Interested parties are encouraged to visit the site identified below as all information prior to release of the RFP will be posted here. Virtual Reading Room (for information purposes) Marine Corps Systems Command intends to release documents as part of Due Diligence. The purpose of the releasing this data is to give industry time to review the documents and begin to prepare for the official release of the Request for Proposal. These documents will be released for informational purposes only; data and terms are subject to change. As these documents are just being released for information only, no questions will be accepted at this time, nor will any clarifications be provided. No phone calls will be accepted. Industry Day and Site Visit (for information purposes) The Marine Corps Systems Command, Quantico, VA will be hosting two activities to support the MCEITS follow-on RFP. The first activity is an Industry Day/Pre-solicitation conference at MCB Quantico to provide a status of, and overview MCEITS. The second activity is a site visit to the MCEITS production hosting environment and Systems Integration Environment in Kansas City, MO. MCEITS Industry Day - Location and Date: Date:TBD Time: Address:Little Hall Building 2034, Barnett Ave. MCB Quantico Quantico, VA 22134 MCEITS will hold a pre-proposal site visit for all interested potential Offerors to attend at their own expense. The site visit is intended to provide potential Offerors the ability to ask questions regarding the current implementation and to get a œhands-on  look at the site. Individuals interested in attending industry day must submit the following information to isicontracts@usmc.mil subject line “ MCEITS Industry Day: Company Name Company Address Name of Attendee(s) Attendees Phone Number Attendees Title Attendees E-mail address Identify whether COTS Software/Hardware provider, Systems Integrator, or both MCEITS BACKGROUND Marine Corps Enterprise Information Technology Services (MCEITS) is a core enabler of computing and communications capabilities of the Marine Air-Ground Task Force Command and Control (MAGTF C2) Framework and the Marine Corps ™ C2 System of Systems (SoS). MCEITS enables access to enterprise information and provides a collaborative sharing environment for information/services across the business and warfighter domains. These capabilities will be attained by integrating primarily commercial-off-the-shelf (COTS) information technology (IT) components under an integrated enterprise architecture that enables the creation of a net-centric environment. This environment is comprised of a consolidated infrastructure to support legacy and virtual application services and data environments, with a common validation and inclusion process. This new infrastructure initially resides in two Enterprise Information Technology Centers (EITCs) located in Kansas City, Missouri and Albany, Georgia. It will also include a Service Integration Environment (SIE) for validation and deployment of applications, services and data to be located in Kansas City, Missouri. The Marine Corps ™ net-centric capability is enabled via the Enterprise Application Environment (EAE) and the Enterprise Services and Data Environment (ESDE) that is instantiated in the EITCs. These program elements form the Enterprise Services Layer of the MAGTF C2 Framework. The EAE hosts and provides access to MCEITS-provided applications, as well as other enterprise-class services, via an Enterprise Portal Framework (EPF). The MCEITS services allow the Marine Corps to deliver solutions that range from hosting systems to providing enterprise-wide services. The ESDE provides the environment for net-centric interoperability by enabling the sharing of data and services, monitoring the enterprise-wide discovery of people, content and services. The overall MCEITS environment is managed through MCEITS Operations Center (MOC) functional capabilities that will be integrated into the Marine Corps Network Operations and Security Center (MCNOSC). MCEITS will field the application and service hosting infrastructure for the Marine Corps Enterprise Network (MCEN) with the hardware, software, and facilities infrastructure required to support MCEITS-hosted, non-managed hosted or provisioned applications and also the Net-Centric Enterprise Services (NCES) necessary to enable collaboration and provide access to trusted information. MCEITS platforms provide information access and collaboration capability for Marine Corps users and begin the net-centric transformation for accessing warfighting and business processes on both the NIPRNET and SIPRNET. The MCEITS platforms consist of the EITCs and the Distributed platforms and provide the processing infrastructure within which the other program elements operate. The Distributed platforms support designated Marine Corps Installation (MCI) Commanders, Marine Forces (MARFOR) Commanders and MEF Commanders. The Tactical Collaboration Work Suite (TCWS), identified in the MCEITS CDD as the gap-filler for the MCEITS expeditionary capability, will be hosted on the Combat Operations Center hardware with MCEITS providing capability/software as a service IAW MCCDC letter of clarification dated 5 December 2008. Subsequent MCEITS expeditionary capabilities will be further specified by MCCDC in the follow-on releases supporting land and amphibious missions. The operations and maintenance of the MCEITS capability was previously identified in the CDD as being a part of the MOC. The MOC functionality will be delivered and integrated into the MCNOSC. NetOps enables C2 of the Marine Corps Enterprise Network (MCEN), which incorporates MCEITS capabilities. The MOC functions support the needs and direction of the Marine Corps warfighting and business mission areas, in accordance with Marine Corps Chief Information Officer (CIO) direction utilizing IT Service Management (ITSM) and Enterprise Service Management (ESM) processes, tools and capabilities. The Capability Production Document (CPD) identifies at a high level the Initial and Full Operational Capability (IOC / FOC) requirements for MCEITS. IOC, scheduled for Q2FY11, shall be declared when one operational EITC with data and application environments is established with High Availability and Continuity (HA/C) to support ten percent capacity, a functional SIE is established, and an initial Operations management capability is established within the MCNOSC with a plan for establishing and staffing the full capability to satisfy all DOTMLPF requirements. MCEITS Full Operational Capability (FOC) is scheduled for FY12 and beyond. When FOC is realized, MCEITS will deliver the Enterprise platforms with the hardware, software, and facilities infrastructure required to support MCEITS-hosted, non-managed hosted or provisioned applications and services necessary to enable the collaboration and access to trusted information. MCEITS provides the infrastructure necessary to support information accessibility and collaboration, and enhances enterprise visibility to manage Marine Corps IT assets and services. MCEITS platforms shall provide a set of key components for establishing an information infrastructure that will enable commanders/users to access information and collaborate on both the NIPRNET and SIPRNET. These end-to-end sets of information capabilities will provide an understandable and multidimensional view of the battlespace to the future Marine and/or Joint Task Force Commander by providing capabilities that will support the full range of military operations, including high intensity conflict. MCEITS capabilities are successively refined through Modeling and Simulation (M&S) and input from analysis conducted in the Systems Integration Environment (SIE) through a series of Pre-Planned Product Improvements (P3Is).
