- U.S. Army Space and Missile Defense Command intends to issue a contract to ITT Visual Information Solutions, Boulder, CO through solicitation W91260-11-T-0003, pursuant to the authority of FAR Parts 6.3, 12 and 3.501(a) Sole Source Acquisitions. ITT will be providing one (1) year ENVI Software License Maintenance, Support and Upgrades for U.S. Army SMDC/ARSTRAT G2 MASINT AGI Branch, Peterson AFB. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46 dated 29 September 2010. The Government intends to solicit and negotiate with only source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. ITT Visual Information Solutions is the developer of the ENVI remote sensing software product. A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Offeror must submit a quote or proposal via email to: marie.tornai@smdc-cs.army.mil by 4:00 PM MST on 6 Dec 2010 to be considered by the Government. IMPORTANT!!
