Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the service stated herein. All small business concerns (SB, 8(a), SDB, WOSB, HUBZone, VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) Information Technology Laboratory's (ITL) Information Access Division's Retrieval Group works with industry, academia and other government agencies to promote the use of more effective and efficient techniques for manipulating information not specifically structured for automatic use-especially the browsing, searching, and presentation of that information. Accurate evaluation of the capabilities of current information access systems is a prerequisite to improving the systems' capabilities. Human-created annotations are essential to the evaluation of information systems. Examples of these annotations include identification of documents that are relevant to a searcher's need, hand-written summaries of documents and sets of documents, and answers to questions. These annotations are fundamental to comparing the performance of automatic information systems, and understanding those differences within the range of performance that people achieve at the same tasks. The Group is seeking to identify sources with the capability to create annotations to support the evaluation of automatic natural language and video processing systems. Contractor support for performing tasks similar to the following is anticipated to be needed in the near future: • indicating which documents in a set of given documents are relevant to an information need; • summarizing document clusters; • finding duplicate documents within a document set; • determining whether two texts are semantically equivalent (i.e., convey essentially the same information). More generally, the contractor will create annotations to be used in test sets for evaluating natural language processing and search tasks. Because humans can differ in their opinions as to the correct annotation for a given test case, a variety of individual annotators is required. This action would require the Contractor to provide 20-30 different individuals, each of whom would work approximately 150 hours per year. Sources that have the ability to provide this contracting support are asked to respond to this notice with a capability statement of a maximum of ten (10) pages to provide a clear and complete narrative of current capabilities to meet the Retrieval Group's mission. Those sources are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to NAICS code 541990 (size standard $7 million), current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA schedule contracts under which your company can provide services in one or more of the applicable task areas, and a list of contracts within the past three (3) years under which the interested party has performed the same or similar work. All responses shall be emailed to keith.bubar@nist.gov so that they are received no later than 5:00 pm EST December 29, 2010.
