Description
Document Security for SBU Information. GSA Directive PBS 3409.1A, 06/01/2009. The General Services Administration (GSA), Region 7, is seeking a qualified construction firm to provide all supervision, labor, materials and equipment necessary for the construction of the New Tornillo-Guadalupe Land Port of Entry (LPOE) located in Tornillo, Texas. The site is located in El Paso County, Texas. It is situated approximately 30 miles east of El Paso in adjacent to the current Fabens Land Port of Entry facility, which is scheduled to be demolished as part of Phase II of the new construction project. The North American Industry Classification System (NAICS) Code for this procurement is 236220. The size standard is $33.5million per year. This is an unrestricted procurement open to all large and small business concerns. Due to Document Security Requirements (GSA Directive PBS 3490.1A, 06/01/2009) on the project all firms shall e-mail a one page letter of interest on company letter head to the GSA Contracting Officer at kathey.thury@gsa.gov. This letter shall include a statement of interest, a Point of Contact (POC) (inclusive of POC phone number, fax number and e-mail address) the number of personnel that will attend the Pre-proposal Conference and the company DUNS # as listed in Central Contractor Registration (CCR), at https://www.ccr.gov. Letters are due to the GSA Contracting Officer no later than December 20, 2010. If a firm is not registered in CCR then they must submit in addition to the above a copy of a valid business license, and Tax ID #. It is strongly recommended that all firms register as an interested party in FedBizOpps https://www.fbo.gov. Firms must submit an e-mail with their interest and requested information stated above to gain access to the RFP documents. GSA retains the right to publish and distribute the list of offerors to other interested parties (i.e., subcontractors, etc.). The Estimated Construction Cost at Award for this project is $50,000,000 to $70,000,000. Contractors should price according to the construction specifications, drawings and any other contractual documents. The Request for Proposal (RFP), solicitation, drawings and additional contractual documents are scheduled to be issued on or about December 21, 2010 via FedBizOpps. All questions/clarifications regarding the project documents (drawings, specifications, procedures, etc.) shall be put in writing to the GSA Contracting Officer, kathey.thury@gsa.gov no later than close of business January 12, 2011. Technical and price is tentatively scheduled to be due to the Contracting Officer on or about January 27, 2011. Production, printing costs and proposal preparation costs are at the expense of the offeror. The Government will reserve the right to make an award upon the basis of the initial technical and price proposals without discussions. The Design Architect is Richter Architects. The Government on-site Construction Manager (CMa) is Coast and Harbor Associates. Do not contact the Design Architect or CMa for information on this project. The construction start is presently scheduled for March/April 2011. The project duration is 764 calendar days which includes the completion of both Phases I and II. GSA intends to award a Firm-Fixed Priced (FFP) contract for construction services, to the contractor that offers the best overall value to the Government. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures in conjunction with the Best Value/Trade-off process. Therefore, combined technical evaluation factors will be significantly more important than cost or price. There are two Construction Phases to be performed by the contractor under this project. Phase I will be the construction of the New Tornillo-Guadalupe LPOE and Phase II will be the demolition of the existing Fabens LPOE. The technical factors are tentatively as follows: (#1) Past Performance and Experience of the Construction Firm on Similar Projects; (#2) Past Performance, Experience and Qualification of Key Personnel; (#3) Detailed Project Management Plan and Technical Approach; and (#4) Project Labor Agreement (PLA). An estimated 115 acres will compose the new LPOE. Both the land donation and the delivery of utilities to the perimeter of the site will be completed by El Paso County. The new LPOE will be a full-service port and will include non-commercial facilities (import and export) including POV canopies, an Administration Building, a Secondary Head House; commercial facilities (import and export) including truck canopies, docks, and Non-Intrusive Inspection (NII) systems; a canine kennel; a central plant; and Texas Alcoholic Beverage Commission (TABC) and Federal Motor Carriers Safety Administration (FMCSA) facilities. The total building area (including canopies) is 86,600 GSF. Site work includes roadways, drainage retention ponds, and 160 exterior parking spaces. The construction of this project will take place on land located near the existing port of entry, which shall remain operational on a continuous 24 hours, 7 days a week effort, No interruptions to the existing LPOE shall be allowed. The new proposed site is located within the El Paso-Juarez Valley. The El Paso-Juarez Valley broadens into a valley of four to five miles in width below El Paso, Texas. The proposed site falls within the boundary of the Chihuahuan Desert where basin and range topography characterize the region. There is little drainage that flows through the region; consequently, the Rio Grande is one of the few areas of erosional lowland. The proposed new LPOE site is located adjacent to the Rio Grande River and the topography consists of a level to gently sloping surface. This new LPOE will also alleviate congestion and overextended resources at neighboring Ports. In addition, new facilities will improve working conditions for employees and tenants at the current location. Increased traffic flow through this area with the establishment of new LPOE facilities will encourage economic growth for the neighboring communities of Fabens and Tornillo on the United States side and Casetas on the Mexico side. The new Tornillo-Guadalupe International Bridge will be built as a separate project by El Paso County as a toll bridge and a revenue collection point for the County it will be located just to the north of the new LPOE. This project is designed to comply with a Certification Level according to the U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED), Silver Level Rating System. The project must achieve at a minimum the LEED® certified Silver rating, with higher rating levels strongly encouraged. A Pre-Proposal Conference will be held at the Federal Building located in Downtown El Paso, TX on January 5, 2011at 1:00 pm (MST), and a site visit will be conducted after the Pre-Proposal Conference. Additional information for the conference will be provided in the RFP. This is A Full and Open Procurement. This procurement is open to all business concerns. Although this procurement is open to large business, small women-owned, service disabled veteran owned and minority-owned firms are strongly encouraged to participate. Large business will be required to submit an acceptable Subcontracting Plan per the RFP and place subcontracts with small businesses to the maximum practical extent.
