Description
USDA, Forest Service, Fire and Aviation Support Branch at the National Interagency Fire Center in Boise, Idaho, anticipates soliciting via a Request for Proposals (RFP) for fully operated multi-engine aircraft with pilot for use in transporting passengers and deploying smokejumpers and paracargo. A total of four (4) aircraft are needed for each of the four (4) core bases of operation located at Grangeville Air Center, Grangeville, Idaho; West Yellowstone IA Fire Center, West Yellowstone, Montana; North Cascades Smokejumper Base, Winthrop, Washington; and the Region 5 Smokejumper base in Redding, California. All responsible offerors may submit a proposal which shall be considered by the Forest Service. The Government intends setting aside this procurement 100% for small business. The NAICS code is 481211 with a size standard of 1500 employees. The duration of each contract is a base year, which shall be one year commencing from date of contract award, and four (4) one year option periods for each contract awarded. The total duration of each contract shall not exceed five (5) years. The mandatory availability period for each aircraft is approximately early June to late September of each contract period. The actual availability period for an individual aircraft may vary from 93 to 119 calendar days depending on the scheduled requirement for each base of operation. Vendors are hereby advised that hard-copy notices, solicitations, or mailing lists are no longer issued or maintained by the National Interagency Fire Center. Therefore, it is imperative that the prospective offerors monitor the FedBizOpps website periodically if they wish to view and download the solicitation and participate in this requirement. The solicitation or (RFP) is not being published at this time, therefore, this notice is NOT the RFP. The anticipated date for the release and issuance of the RFP in FedBizOpps is 15 days from the posting of this pre-solicitation notice.
