Description
The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for construction services at the Echo Dam, Coalville, Utah. This requirement is being procured in accordance with Subpart 14 of the Federal Acquisition Regulation through Federal Acquisition Circular Number 2005-46. This requirement will be procured under full and open competition. The Bureau of Reclamation intends to issue an Invitation for Bid for this requirement. The contract will be a firm, fixed, unit price contract. The work is located approximately 47 miles northeast of Salt Lake City, Utah and about 6 miles north of Coalville, Utah in Summit County. The major portion of the work consists of the following: Within 60 days of the award of the contract, contractor shall furnish and install a complete dewatering system to pump groundwater at 15 Government-furnished drilled, screened, cased and developed wells for the dewatering of the downstream foundation of Echo Dam. Dewatering will be provided for the excavation work to be performed under a separate excavation contract. The excavation contract will be awarded after the award of this contract. Government-furnished dewater wells consists of 15 pump wells and 11 observation borings. Contractor shall operate and maintain the dewatering system to dewater area below the dam to 3 feet below the bedrock surface and maintain for the duration of the project; shall treat discharge from wells to meet Federal, State, and local standards; provide adequate power 24 hours a day 7 days a week for pumps and other dewatering equipment for the entire length of the project; coordinate with local power company or provide generator array to supply power to the site; and provide personnel to maintain the entire dewatering system 24 hours a day 7 days a week for the entire length of the project. The Government anticipates the work to be completed by February 2013. The estimated price range for this requirement is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 238910. A Bid Bond along with Performance and Payment Bonds will be required. There will be a site tour scheduled (date, time, and location will be provided in the solicitation). All responsible sources may submit a bid which shall be considered by the agency. An electronic copy of the solicitation will be available APPROXIMATELY December 21, 2010 at www.fedbizopps.gov (without the specifications and drawings).
