Description
This announcement advises that FAA will hold an industry day to discuss a proposed FAA specification for manufacture of airport ADS-B vehicle transponders. The FAA Surveillance and Broadcast Program Office posted Announcement Number 9690 entitled "Vehicle Automatic Dependent Surveillance-Broadcast (ADS-B) - Draft Specification and Advisory Circular" on July 2, 2010. The announcement detailed FAA's plans to establish specification requirements for use of ADS-B equipment on airport surface vehicles, aside from aircraft, in order to mitigate safety risks on airport movement areas. These specification requirements apply to vehicles equipped with the ability to transmit Automatic Dependent Surveillance - Broadcast (ADS-B) messages. The transmitted messages will be displayed on traffic displays for both air traffic control and aircraft operators who choose to equip with the ability to receive ADS-B information. This will not result in an FAA acquisition. As stated in the July 2, 2010 announcement, the specification provides the basis for manufacture of the transponders. The transponders will be qualified through FAA testing. Airport authorities will purchase the transponders from qualified vendors. Use of vehicle transponders at airports is not mandatory; however, airport authorities have expressed interest in vehicle transponders. The July 2, 2010 announcement asked industry to submit comments on the draft documents. The FAA has reviewed the received comments and has updated the draft specification. This updated document is attached hereto, as well as a matrix of comments received. Industry input to these documents is appreciated. The FAA will proceed to internally coordinate the draft document. Based on that coordination, the attached document may not be final. FAA will conduct an industry day in order to familiarize attendees with the vehicle ADS-B specification and the proposed FAA test approach to ensure specification compliance. The presentation will be directed to potential vehicle transponder manufacturers; however, other interested parties may attend. Vendors are encouraged to submit questions no later than December 14, 2010 via E-mail to Steve.Manley@faa.gov. The FAA will also conduct one-on-one discussions with vendors as requested. Additional presentations may be held in the future. The industry day will occur on December 17, 2010 at FAA Headquarters, 800 Independence Avenue, Washington D.C. 20591 from 9:00 AM to 11:00 AM in the second floor Bessie Coleman Conference room. Interested parties are asked to contact Ms. Amy Kirkham at akirkham@regulus-group.com in order to confirm attendance. The July 2, 2010 announcement can be accessed at https://faaco.faa.gov/ by archive keyword "manley". Interested parties should access this announcement for background information. All communications and questions shall be directed to Stephen B. Manley by E-mail at:Steve.Manley@FAA.gov.
