- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0026, and a firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46 effective 29 October 2010. The North American Industrial Classification Code (NAICS) 611512 applies with a business size standard of $25.5M. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. The government has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001, Basic Rotary Wing Flight Course of Instruction (COI) for up to 15, Qty: 15, Unit of Issue: each; OPTION CLIN 1001, Basic Rotary Wing Flight Course Of Instruction (COI) for up to 5, Qty: 5, Unit of Issue: each; FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS LINE ITEM AND ARE SUBJECT TO FAR 52.232-18 -- Availability of Funds (Apr 1984). Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Period of Performance for CLIN 0001: January 3, 2011 through February 11, 2011. Period of Performance for Option CLIN 1001: TBD. Place of Performance: Due to command recall requirements training must be conducted within a 50 mile radius of Naval Air Station Oceana, Virginia Beach, VA. Section C Specifications The contractor shall provide a COI that meets the following objectives: A) Each student must receive 10 hours of flight instruction in a manned helicopter. a. The COI shall provide each student with a three dimensional tactile experience that is associated with rotorcraft flight. b. The COI shall be designed to provide flight regimes and maneuvers associated with a private pilot rotorcraft instruction. c. Flight Training shall only be conducted during daylight hours from sunrise to sunset. d. Total Number of Required Flight Hours is 150 hours (15 students x 10 hours). B) Each student must receive 15 hours of ground instruction. a. Students will have completed an FAA approved ground school curriculum prior to attending this COI. b. Ground instruction is required to be focused primarily around covering the training objectives for the upcoming flight. c. Ground instruction shall be required to cover a post flight debrief, surrounding airports and airspace. d. Total Number of Required Ground Hours is 150 Hours (15 students x 10 hours [including ½ hour of pre-flight and ½ hour of post-flight instruction per flight hour]) The contractor is required to meet the following qualifications and standards: A) The contractor's facility and aircraft are required to either be FAA Part 61 or Part 141 licensed. B) Student to Instructor ratio is required to be 1 to 1. C) All of the contractor's aircraft are required to be in compliance with all of the manufacturer's service bulletins. D) Instructors must be currently licensed by the FAA as rotorcraft flight instructors. E) Instructors must possess a current second class medical certificate. F) All flights involving NSWDG personnel must be performed with a fully licensed instructor. G) Flight instructor will be responsible for all pre-flight inspections of the aircraft prior to each flight. H) At a minimum the vendor must be capable of providing 25 hours of flight training per week (Monday to Friday). I) The contractor is required to comply with all local, state, and federal guidelines governing the operation and maintenance of the contractor's facility, aircraft, and certifications. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Capability in meeting the government's time frame (delivery), and price. Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
