- It is the Government's intent to award a four-month sole-source contract to Science Applications International Corporation (SAIC) IAW Federal Acquisition Regulation Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This bridge contract vehicle is necessary to continue to meet mission critical requirements, mitigate the impact of personnel turnover, and to support transition to competitively awarded follow-on contracts. The period of performance of this bridge effort will be 1 Jan 2011 through 30 April 2011. There will be no transition period. This sole-source bridge contract effort is strictly for the continuation of services in support of the operation, sustainment, and critical modification improvements of systems supporting the Air Force Space Command (AFSPC), Air Force Global Strike Command (AFGSC), and Air Force Weather Agency (AFWA) mission until the follow-on competitive source selection is complete. This sole-source effort provides continued A&AS support to the Space and Missile Systems Center, Space Logistics Directorate (SMC/SL) and related space organizations using contractor personnel resources through a single vehicle to optimize efficiencies for planning, programming, sustainment and implementation cycles, development of policy, decision making, management and administration, etc. The effort also provides analysis/recommendations to research and development activities along with engineering and technical advice. The proposed effort will continue to improve the effectiveness of management processes and/or procedures and takes the form of advice, opinions, alternatives, analyses, evaluations, recommendations, training and technical support. SMC/SL also requires continued A&AS support during several phases of planning, programming, sustainment, and implementation cycles of various government systems and complements the Government's technical expertise in accomplishing its mission. This sole-source A&AS effort will support the Air Force's immediate need to bridge a gap in service from the end of our current A&AS contract which expires 31 Dec 2010 until a competitive source selection can be completed which is anticipated by April 2011. This notice is for informational purposes only and is not a request for competitive proposals. Requests for a solicitation will not receive a response. As stated above, the Air Force intends to award the 4-month bridge effort described herein to the incumbent contractor. Interest in this effort should be accompanied by a Capabilities Statement that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel who can start 1 Jan 2011 for a 4-month period of performance without any incumbent contractor transition period.
