Description
The Department of Veterans Affairs Lebanon VA Medical Center, 1700 South Lincoln Avenue, Lebanon, PA 17042 intends to publish a Request for Proposals to provide anesthesiology services at the facility. GENERAL INFORMATION 1.Title of Project: Anesthesiologist Services 2.Background: Anesthesiologist services are needed for the Lebanon VA Medical Center's (LVAMC), Acute Care and Specialty Services department. This service is critical to the VA's mission of taking care of its Veterans. 3. Performance Period: Base Year-01 March 2011 thru 29 February 2012 and two (2) Option Years to follow. 4. Place of Performance: Department of Veterans Affairs, Lebanon VA Medical Center 1700 S. Lincoln Ave, Lebanon, PA. 5.Type of Contract: Firm Fixed-Price. DESCRIPTION OF SERVICES: I.Contractor will supply 1.0 FTE (full time equivalent) anesthesiologist to provide full anesthesia services from 7:00 a.m. to 3:30 p.m. or until case(s) is/are completed. Anesthesiologist rotation at VA will be limited to three (3) anesthesiologists per contract term. Unless urgent, planned staffing absences will be coordinated at least 45 days in advance. As there may be a change in the case workload, it may become necessary for LVAMC to extend the OR hours to 8 p.m. If and when this occurs contractor's hours will be adjusted to meet the VA's need. If this occurs the contractor will be required to work an eight hour schedule between the hours of 7:00 a.m. and 8:00 p.m. LVAMC will provide a 30 day notice before making any changes to the schedule. II.Contractor will supply an additional anesthesiologist, paid at an hourly rate, to supplement LVAMC staffing during VA planned and unplanned absences. Unless urgent, planned staffing absences will be coordinated at least four weeks in advance. This is estimated to be one to six weeks per year. This coverage is defined as on-site, full day coverage so as to perform the requirements described in IV. I sign-in sheet or electronic sign-in must be done daily by each provider. III.Anesthesiologists to perform the requirements herein described to include, but not limited to: Consultation on pre-op assessments and development of anesthetic plans and provide clinical anesthesia as needed by staffing levels. These anesthetics may include general, all forms of regional, monitored anesthesia care (MAC), and conscious sedation. Anesthesiologist shall be available for consultation regarding post-op management and may be asked to provide consultation regarding acute pain intervention. IV.The contractor agrees to identify a lead physician who shall be the point of contact for any clinical issues arising from this contract. The provider names as the lead anesthesiologist remains in that role for the term of the contract. In exceptional circumstances, the lead position may change once within the contract period. The contractor may request appointing a different lead physician with a 30 day notice. The lead anesthesiologist must be present for two (2) full workdays per week, except when on vacation, in which case a substitute is named. V.Reporting shall be to the Chief of Surgery, Lebanon VAMC. The contractor agrees to identify a lead physician who shall be responsible for administration of all services. The lead anesthesiologist is also responsible for the oversight and implementation of VHA policies relating to anesthesia services, including participation in, and implementation of, quality improvement initiatives, e.g., airway issues. The lead anesthesiologists may be required to attend meetings where anesthesia issues are discussed, i.e. Surgical Case Committee, and Morbidity and Mortality Conference. VI.Services shall be performed on-site at the Department of Veterans Affairs (VA) Medical Center, Lebanon, Pennsylvania. VII.Administrative and Clinical Documentation: The anesthesiologist shall perform the following with conjunction of VI and above: a.Dictate or keyboard for entry into the electronic medical record complaints, observations and findings, assessment and plan/recommendations in a clear and understandable manner at the end of each patient encounter. b.Electronically enter all doctor's orders, consultation referrals, and requests for x-rays and lab work using CPRS. c.Telephone significant positive reports, at the time identified, to the referring provider. d.Informed Consent: Contract anesthesiologist shall explain procedure and risks/benefits to the patient/guardian and obtain informed consent from patient/guardian in accordance with VAMC policies. Complete IMED consent in CPRS for documentation of informed consent discussion and electronically sign. e.Immediately before starting any procedure, the anesthesiologist will accurately identify the patient and the procedure to be performed and complete the "Anesthesia - Day of Surgery" evaluation in CPRS. f.Encounter Forms: Properly complete the electronic VA encounter form on each patient seen; listing diagnosis for the visit and all procedures performed based on the current VA requirements along with identification of service-connection for treatment rendered. VIII.Contingent upon clinical privileges granted by the VAMC, the contract anesthesiologist shall perform procedures requested. IX.Instrumentation and supplies: VA will supply appropriate instrumentation for all procedures and ancillary support staff commensurate with types of patients scheduled. The North American Industry Classification System Code (NAICS) is 621111 and the small business size standard is $10.0 million. The solicitation package will be available approximately on or about 20 December 2010 and should be downloaded from this website at that time.
