Description
The Department of Veterans Affairs is issuing this Sources Sought Notice to gain knowledge of and determine the interests and capabilities of Service Disabled Veteran Owned Small Businesses (SDVOSB) firms and Veteran Owned Businesses with regard to an upcoming acquisition for construction services for installing one (1) high-efficiency summer boiler and three (3) boiler economizers at the Stratton VA Medical Center, Albany, NY. Responses to this notice shall include the following: (A) Company name, DUNS number, Tax ID Number (B) Address (C) Point of contact (D) Phone, fax, and email (E) Number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 (F) The amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19 (G)The respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the work described below (H) Proof of bonding capability of 2 million dollars signed by the bonding agent (I) Copies of OSHA training cards of the prime contractor (J) A copy of the following certifications: Vet Biz Registration, Contractor Certification Registration (CCR) or OCRA registration (see below for web sites) (K) Demonstrate in writing previous work in VA Hospitals within the past year; give a short description of the scope of the project and how it relates to this project. Description: Work includes general construction, minor demolition, alterations, mechanical, electrical work, and utility systems work needed to fully install a new, high-efficiency Summer Boiler in an existing room in the Boiler Plant and to fully install three (3) new, high-efficiency Economizers on each of the existing Main Boilers in the main room of the Boiler Plant. Magnitude of Construction: Between $1,000,000 and $5,000,000. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. If responses by Small Service Disabled Veteran Owned Small Business or Veterans' owned firms proves adequate, this requirement maybe set aside for Small Service Disabled Veteran Owned Small Business or Veterans' owned firms. The North American Classification System (NAICS) code for this acquisition is 238220 ($14 million). All eligible firms expressing interest in being considered for any resultant solicitation must provide the all of the above information, along with the company and contact information listed in the opening paragraph. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov) and VetBiz registry (located http://www.vip.vetbiz.gov/). It is desirable that any offeror complete their business Online Representations and Certifications Application (ORCA). All interested offertory should submit information by mail (Dept. of Veterans Affairs, Stratton VA Medical Center, 113 Holland Avenue 2-90 NCA, Albany, NY 12208. or e-mail, the subject line must have Sources Sought for Summer Boiler and Economizer. All information submissions are to be addressed to Attn: Sonja Stroud, Contracting Officer and are to be provided by December 15, 2010 no later than 3:00PM EST.
