- The Naval Research Laboratory (NRL) intends to negotiate an increase in the level of effort (LOE) against contract number N00173-06-C-2005 on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. The Naval Research Laboratory (NRL) awarded contract N00173-06-C-2005 to ITT, Inc, 2560 Huntington Avenue, Alexandria, VA, 22303 for Research and Development for High Assurance Computer Network Systems support. The contractor provides R&D support for a wide range of NRL research tasks to support offensive and defensive information warfare. Contractor personnel are currently located at the NRL site and are successfully performing the required research against an established statement of work. This request to increase the LOE under the existing contract will allow the contractor to continue the ongoing research and development for high assurance computer network systems. This continuation will prevent unacceptable delays in fulfilling the agency's requirements while in the process of preparing and issuance of the competitive follow-on RFP and evaluation/selection of potential offers.
