- The proposed project is Construction of the Consolidated Arts and Crafts Center and POV Car Wash at Wright Patterson Air Force Base. The scope of this project is to construct an approximately 38,000 square foot facility which will include a hobby shop, a consolidated arts and crafts center, and a car wash with one automatic bay and two manual bays. Estimated price range is between $5,000,000 to $10,000,000. The project will contain the following options: 1) Furniture, 2) Car Wash Equipment, 3) Purchase and Installation of New Equipment, and 4) Relocate and Install Existing Equipment. The solicitation is a single phase procurement following the best value process. Proposals will be evaluated based on the following technical factors: Experience, Past Performance, Safety and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. Approximate issue date is 08 December 2010 and approximate closing date is 19 January 2011. All Offerors are invited to attend a Pre-proposal Conference at Wright-Patterson AFB tentatively scheduled for 14 December 2010. Meeting details will be provided in the solicitation. If the solicitation is not posted on fbo.gov by the close of business 08 December, then the site visit and project dates are to be considered as postponed. Once the solicitation is actually posted the new dates for a site visit and closing will be stated within the solicitation. NAICS is 236220. Contract duration is approximately 486 calendar days. The solicitation is full and open competition. Register via the CCR internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Lack of accurate registration in the CCR database will make an offeror ineligible for award. This announcement serves as the advance notice for this project. Documents will be available by download only through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Any amendments will be available from the FedBizOpps website by download only. This is a non appropriated fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. Non appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. Public Law 85-536, Small Business Act of 1958 and FAR guidance relative to small business and other award-preference programs do not apply to NAF contracting.
