Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement consitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is 483-11MR-5888 and is issued as a request for quote, unless otherwise indicated herein. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. This is a 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $14M. Period of performance is anticipated to begin January 1, 2011. The Contractor shall provide all personnel, management, tools, supplies, equipment, training, parts and labor necessary to inspect, maintain, service and repair, and any other necessary work required to the electrical systems at the Mine Safety & Health Academy in Beaver, West Virginia in accordance with the contract and the Statement of Work. Award of a base year with four option periods is anticipated. Contractors must quote base year and all four option periods to be considered for award, using the attached Quotation Submission Form (Attachment A). Site Visit: A site visit is scheduled for 10:00 a.m. EST, Monday, November 15, 2010 at the Mine Safety & Health Academy, 1301 Airport Road, Beaver, West Virginia, 25813. Attendance of the site visit is highly encouraged. It is expected that any interested party will be present to tour the facility in order to fully understand the scope of the work to be performed. Interested parties must pre-register to attend the site visit by e-mailing Contracting Officer Rhonda Sizemore at Sizemore.Rhonda@dol.gov no later than 12:00 noon, Friday, November 12, 2010 of the company name and the name(s) of the individual(s) that will be present for the site visit. Photo ID may be required at the security gates for access to the premises. Please have a photo ID available. Questions: Any questions are due via e-mail to Contracting Officer Rhonda Sizemore at Sizemore.Rhonda@dol.gov no later than 5:00 p.m., Wednesday, November 17, 2010. No phone calls please. Questions not received by this deadline may not be considered or answered. Answers to all timely questions will be posted to FedBizOpps as soon as possible after this date, but in sufficient time for final quotes to be prepared and submitted. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Registration is free. Offeror is required to complete Online Representations and Certifications Application (ORCA) before an award can be made to them (See Attachment B). If the offeror is not registered in ORCA, it may do so by going the the ORCA website at https://orca.bpn.gov. Registration is free. The selected Offeror must comply with the following commercial terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3 Offeror Representations and Certifications - Commerical Items (the selected offeror must submit a completed copy of the listed respresentations and certifications - see Attachment B). The provisions as FAR 52.212-2 - Evaluation - Commercial Items applies to this solicitation. The specific evaluation factors to be included in paragraph (a) of that provision are: 1. Technical Capability -- A. Experience -- B. Turnaround Time (ability to respond to service calls within times listed in the Statement of Work - See Attachment C) 2. Past Performance Technical and past performance, when combined, are more important than price. Offerors shall include a technical capabilities statement in their quotation package describing their ability to perform the tasks outlined in the Statement of Work. Past performance references are to include company name, point of contact, address, phone number(s), and if available, an e-mail address (see Attachment A). Award will be made based on the best value to the government. FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.203-6, 52.219-28, 52.222-3, 52.225-13, and 52.232-33; 52.217-8 Option to Extend Services; 52.222-42, Statement of Equivalent Rates for Federal Hires; 52.222-43 Fair Labor Standards Act and Service Contract Act - Price Adjustment (Multiple Year and Option Contracts); 52.222-53 Exemption from Application of the Service Contract Act to Contracts for Certain Services - Requirements; and 52.222-40 Notification of Employee Rights under the National Labor Relations Act. **This solicitation is modified to remove the Service Contract Act requirement and incorporate FAR clause 52.222-53, which exempts this requirement from the Service Contract Act. Please disregard the attached Service Contract Act wage determination** The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. Contractors must include and submit a current business license and electrical certification in their quotation package. In the performance of work hereunder, the contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, state, or local Government, or subdivisions thereof, or of any other duly constituted public authority. Further, the Contractor shall obey and abide by all applicable laws and ordinances. Quote Submission Deadline: Quotes must be received by Contracting Officer, Rhonda Sizemore, no later than 5:00 p.m. EST, Monday, December 6, 2010.
