- This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The United States Army Military Police School has made the decision that the TASER International Corporation will be the only authorized supplier of non-lethal pistols to the Military Police Corps, Army wide. The Inter-Service Non-Lethal Individual Weapons (INIWIC) Instructor Course at Fort Leonard Wood trains and certifies Soldiers on the TASER X26E and has established it as the standard for non-lethal pistols utilized within the MP Corps. This sole source action will prevent duplication of costs in that it will provide for a unified system of equipment. Furthermore, to give this contract to another vendor would create a situation in which two different products are being utilized. This would incur further re-training and re-certification of current non-lethal instructors to incorporate the new non-lethal weapon system. For example, the battalion currently has 2 Taser X26E units that it services and orders parts for. To award this contract to another vendor would result in duplication of repair and replacement part costs.
