- Statement of Work Under the Authority of Library of Congress Regulation 2110 and Federal Acquisitions Regulation 6.302-1, the Library of Congress intends to contract with Elluminate, Inc., on a sole source basis to provide web conferencing services. The Library of Congress has reason to believe that Elluminate’s product is the only one currently capable of meeting the following important needs: 1) The product does not require download and installation of client software; 2) The product provides translations in numerous languages; 3) The product is fully section 508 compliant; and 4) The product is compatible with multiple platforms (including Windows, Macintosh, Linux, and Solaris). The statement of work with exact specifications is attached to this notice. The anticipated period of performance will be January 9, 2011, through January 8, 2012, with two one-year options. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Library of Congress’ needs. Detailed capabilities must be submitted to wriz@loc.gov by December 7, 2010, at 2PM Eastern. Questions must also be sent to the same email address. No phone calls will be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by the due date above, a contract may be issued to Elluminate, Inc., without further notice.
