Description
SOURCES Sought Notice, this is not a solicitation announcement. This is a sources Sought Notice Only. The purpose of this sources sought notice is to gain knowledge of potential qualified sources and their size classifications (Small Business, SBA (8(a), HUBZONE, Service Disabled Veteran Owned, Women-Owned Small Business, Small Disadvantaged Business (SDB) and Large Business). The NAICS is 424710 and the size standard is 100 employees (Petroleum Bulk Stations and Terminals). Responses to this sources sought notice shall not constitute response to a solicitation, which is not currently available. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be constructed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive requirements for the future issuance of a Blanket Purchase Agreement (BPA) to eligible vendors. The Department of Navy, Military Sealift Fleet Support Command (MSFSC) is seeking viable vendors specializing in delivery of kerosene, diesel, gasoline and propane in the Freehold, New Jersey area with an estimated start date of January 1, 2011. Additional requirements are that delivery tickets must clearly indicate "meets max allowable sulfur less than.2% by weight NJAC 27:27-9" according to NJDEP Title V permit. To maximize the potential opportunity for small business participation in the acquisition, the Government is seeking input from the small business community regarding their interest and capability in performing some or all of the tasks identified. The Government requests demonstration of capability by all interested parties through the following means: 1. Submittal of brief capability statement; 2. Verification of Central Contractor Registration (CCR) and Online Representations & Certifications (ORCA); 3. Identify the ability to accept forms of payment other than the Government Purchase Card and 4. Location of contractor's facility.
