Description
Statement of work and applicable FAR clauses. SF 1449. Please complete and submit with your proposal. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 11-236-SOL-00018 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far. This solicitation is for full and open competition. All inquiries regarding this requirement must be written and emailed to shannon.sartin@ihs.gov. All questions must be received by December 2, 2010 at 4:00pm PST. EVALUATION FACTORS FOR AWARD: The Government intends to award a contract resulting from this combined synopsis/solicitation based on the following criteria in accordance with FAR 13.106-2: 1. Technical capability 2. Price 3. Past Performance The offeror's initial proposal shall contain the offeror's best terms from a price and technical standpoint. The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The government reserves the right to make no award as a result of this solicitation. TECHNICAL PROPOSAL AND QUOTE INSTRUCTIONS: The offeror's technical proposal shall fully describe the ATCB's approach to testing and certification, including at a minimum: • All consultation and education services available to IHS concerning the EHR certification process. • All application, attestation, and other documentation requirements from IHS. • Any "practice" or "dry run" opportunities that will be offered to IHS prior to formal testing. • All technical considerations including how test scripts will be provided to IHS, how IHS will be notified of system configuration and data population requirements, and how testing will be conducted. • All logistical and scheduling considerations, including the ability to commit to specific timeframes for testing. • The duration of certification, any requirements for maintenance or modification of certification status, and any guarantees or warranties that will be provided to IHS concerning testing or certification. The technical proposal shall include a description of the offeror's Past Performance with respect to EHR certification testing. The IHS recognizes that the ONC/NIST EHR certification program is new, and that specific past performance may be limited. However, the offeror should describe its experience to date with this program, as well as any other relevant past experience, such as with formalized testing and certification of other types of systems. This description shall include information on testing success rates of previous clients. This will be a single award covering comprehensive certification for both Ambulatory and Inpatient EHR. The offeror's price quotation shall include separate line items for Ambulatory and Inpatient certification costs. Any fixed price portion of the quotation shall detail the services that will be provided for that fixed price, and any fee for service or pricing for optional services shall be itemized separately. Any discounts offered to the government shall be clearly shown in the quotation. Any costs, annual or otherwise, required to maintain certification must be detailed.
