Description
This is a pre-solicitation announcement for the Department of Veterans Affairs (DVA), VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico. An Invitation for Bid solicitation will be issued on or about January 2011 for a construction project title: Electrical Substation Repairs & Improvements. This procurement is a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms that meet the criteria identified by 38 CFR, Part 74. The North American Industry Classification Code (NAICS) for this procurement is 238210 and size standard is $14.0 million. In accordance with FAR 36.204, disclosure of the magnitude of this construction, construction project is between $1,000,000 and $5,000,000. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The project description is as follows: Contractors shall include all works as defined within the project drawings and specifications, but not including the work indicated or specified to be provided under any Option Items: PROJECT NO. 672-08-101: GENERAL CONSTRUCTION: ELECTRICAL SUBSTATION REPAIRS AND IMPROVEMENTS: Work includes general construction, alterations, grading, drainage, mechanical and electrical work, utility systems, necessary removal of existing structures and construction of certain other items. Construction work is being divided in two phases. The first phase includes removal of existing fence and trees, construction of a new 38kV electrical substation adjacent to the existing one, installation of a perimeter fence, general site lighting and replacement of a water valve. Prior to construction of the new substation Contractor shall perform selective demolition and re-routing of existing electrical feeders in order to maintain the existing substation operating until the new one is constructed. The second phase includes the demolition of the existing substation, grading and planting of trees. All equipment (including high-voltage transformers and breakers and medium-voltage switchgear) shall be furnished and installed by the Contractor in accordance with project specifications. All work shall be completed within four hundred twenty (420) calendar days after notice to proceed. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies and will be available for download at no charge at the Federal Business Opportunities (FBO) System website (http://www.fbo.gov) on or about January 2011. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. Interested Bidders are advised that they are responsible for obtaining all bid documents and/or amendments to the solicitation. Therefore all Interested Bidders should be re-visiting the website periodically to look for any updates or amendments to the solicitation. Interested Bidders must initiate or validate their registration at the Central Contractor Registration (CCR) database at http://www.ccr.gov; VetBiz Registry at http://www.vip.vetbiz.gov; Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov prior to the bid package submission. All interested bidders shall submit all questions reference to this solicitation in writing via e-mail attention to the Contracting Officer at Rey.Clemente@va.gov. General questions or technical questions will be accepted only via e-mail. All questions shall be delivered attention to CO after the solicitation is available to the public at Federal Business Opportunities (FBO) System website http://www.fbo.gov. Questions due date is scheduled to be up to three (3) days after the site visit or bid conference is held at VA Caribbean Healthcare System. Site visit date and time will be provided in the solicitation instructions. NO FACSIMILES AND NO TELEPHONE INQUIRIES WILL BE ACCEPTED BY THE CONTRACTING OFFICER. THE SITE VISIT IS NOT MANDATORY. HOWEVER IS THE SOLELY RESPONSIBILITY OF ALL INTERESTED BIDDERS TO MAKE ARRANGEMENTS TO ATTEND TO THE SITE VISIT, IN ACCORDANCE WITH THE GOVERNMENT SCHEDULE. IF SITE VISIT IS MISSED BY THE INTEREST BIDDER, THEN THE INTERESTED BIDDERS SHALL SUBMIT THEIR BEST BID, IN ACCORDANCE WITH SOLICITATION, SPECIFICATIONS AND DRAWINGS REQUIREMENTS.
