- The NAICS Code is 332995. Naval Surface Warfare Center, Port Hueneme Division, (NSWC PHD), Port Hueneme, California intends to issue a Firm Fixed Price Order on a sole source basis to Kollmorgen Corporation, Electro Optical Division, 347 King Street, Northampton, MA 01060, under Basic Ordering Agreement (BOA) N00024-06-G-4300. The contractor shall manufacture and test two (2x) MK 16 Mod 3 TIS modules, part number 6397062. The services to be performed by the contractor for the tasks described herein are in accordance with the provisions of the above referenced BOA. Government acceptance is contingent on successful performance under TR6397062 test requirement for MK 16 Mod 3 TIS. Delivery schedule is 12 months ARO. Kollmorgen Corporation is the only company known currently to possess the in-depth technical knowledge, experience and production facilities to perform Teardown, Inspection and Evaluation (TIE) of the MK 46 Optical Sight System (OSS) components. Notes 22 & 26 apply. Note 22: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability by responding to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals, however, all proposals received within 45 days (30 days if award is issued under an existing Basic Ordering Agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
