Description
This is a Source Selection Best Value Solicitation to provide for an 8(a) Design Build/Design Bid Build Multiple Award Contract (MAC) for New Construction, Renovation, Alteration and Repair Projects for Facilities in the Hampton Roads Area, Virginia. This Procurement is being solicited to only 8(a) firms serviced by the SBA, Richmond District Office, or has an SBA approved Bona Fide office within the Richmond District office ™s servicing area in the State of Virginia. This is a Requirement to perform work in the State of Virginia. A maximum of up to eight (8) Indefinite-Delivery/Indefinite Quantity (IDIQ) Design Build/Design Bid Build Multiple Award Construction contracts will be awarded as a result of this solicitation. Each contract is for a base year with four (4) one-year options periods. The total five-year (base and four one-year options) estimated construction cost for all contracts is not to exceed $95,000,000.00 for the life of the contract. Projects for the 8(a) Design/Build, Design Bid Build Multiple Award Contract (MAC) will have an estimated construction cost between $500,000.00 and $5,000,000.00; however, smaller and larger dollar value projects may be considered. Future task orders will be competed among the awarded contracts. The government guarantees an award amount of $5,000.00 to each successful offeror over the full term of the contract. There will be one seed project included in this solicitation. SEED PROJECT: The request for proposal will include an initial 100% design bid build seed project: Work includes two new 8 MVA skid mounted primary unit substations, relocation of a 4 MVA skid mounted secondary unit substation, and incidental related work to be located at the Naval Station Norfolk, Norfolk, Virginia, approximately on piers No. 9 and No. 10. The cost range for this seed project is between $1,000,000.00 and $5,000,000.00. The solicitation will be released on or about December 15, 2010. This solicitation is available in electronic format only. The official access to the solicitation is via the internet at https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic commerce Online website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued.. The solicitation will be listed as N40085-11-R-6512 in the Navy Electronic Commerce Online (NECO). Technical inquiries shall be emailed to erin.quimby@navy.mil. The North American Industry Classification System (NAICS) Code for this MACC is 236220 with a Size Standard of $33,500,000.00. Seed project and future task orders could be categorized under the following NAICS codes: 237990 and 236210. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at www.ccr.gov. All offerors must submit Representations and Certifications via the Online Representations and Certifications Application (ORCA) at www.orca.bpn.gov. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity, to qualify, discuss, or revise their proposals. This proposed contract is set aside for 8(a) certified firms serviced in the State of Virginia ONLY.
