- The Naval Research Laboratory (NRL) requires the management, evaluation, procurement, system integration, programming, maintenance, training and testing associated with all resources within the Space Science Division (SSD) information systems administration activity. These tasks include engineering services; general computing resources; technical management; help desk operations/IT support; office automation resources; system hardware and software; network applications; technology planning; software engineering for management information systems (MIS); database administration; software engineering for other division’s MIS; information systems hardware and software engineering; information system security; software engineering for science and report deliverables. A detailed Statement of Work will be included in the solicitation when issued. A Cost-Plus-Fixed-Fee type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The anticipated level of effort is 9500 hours per year for the base period and each option, if exercised. The incumbent contractor is Information Delivery Systems, Inc., (IDS, Inc.) 7305 Quetzal Dr., Bowie, MD 20720, under contract N00173-01-C-6008. The successful offeror is required to possess a SECRET Facility Clearance at time of proposal submission. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Request for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. The RFP will be available at http://heron.nrl.navy.mil/contracts/11MC01.htm, on or about 30 November 2010. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the Offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
